Position Overview

We are recruiting a Technical Product Manager for a fixed-term contract of 24 months to join our Co-Development Business Unit, working on projects with the Housing & Development Board (HDB). HDB’s mission is to provide affordable, quality housing and develop thriving communities by employing data-driven and evidence-based decision making to improve policies, services, and operations.

Key Responsibilities

• Collaborate with Product Owners and Product Managers to oversee the full product development lifecycle, from ideation through stakeholder agreement to delivering the final product.
• Define and steer the technical product roadmap in alignment with strategic business objectives.
• Identify growth opportunities and formulate product strategies reflecting user needs and technical capabilities.
• Partner with stakeholders to define product vision and success measures.
• Liaise closely with engineering teams to specify technical requirements and architectural decisions.
• Assess feasibility of feature proposals, offering alternative solutions where necessary.
• Balance the refinement of technical debt with the introduction of new functionalities.
• Lead technical decision-making emphasizing scalability, performance, and maintainability.
• Prepare comprehensive technical specifications and detailed user stories.
• Prioritize backlog items considering business value and technical constraints; lead sprint planning and backlog grooming sessions.
• Manage dependencies across multiple technical workstreams.
• Act as a communication bridge between technical teams and business stakeholders, ensuring complex technical concepts are understandable to non-technical audiences.
• Collaborate with UX/UI designers and engineers to validate technical feasibility of solutions.
• Work alongside business process owners and stakeholders to collect business and technical requirements.
• Define, monitor, and analyze key performance indicators (KPIs) and system metrics to guide product decisions.

Candidate Profile

• Educational background in Computer Science, Computer/Electronics Engineering, Information Technology, or related technical fields.
• At least 3 years of experience as a business analyst within software development projects.
• Minimum 2 years of experience working in Agile environments and cloud platforms.
• Strong ability to work independently under pressure, handle multiple tasks, meet deadlines, and prioritize effectively.
• Proficient in developing business cases and user stories.
• Excellent communication skills, capable of articulating technological concepts and participating in requirements discussions with various stakeholders.
• Strong collaboration skills with proven ability to partner effectively across teams and with business stakeholders for development and problem solving.
• Good understanding of web, mobile, and cloud technologies including their design implications and feasibility.
• Experience using Confluence and JIRA is advantageous.
• Familiarity with BPM modeling techniques and methodologies is a plus.
