Job description
Overview
This role is responsible for crafting and executing tendering strategies and managing the entire tendering and contracting process, including both long-term and ad-hoc contracts. The role ensures alignment with institutional interests and compliance with HBKU’s policies from budgeting stages to contract closure.
Key Responsibilities
- Develop and periodically update sourcing and contracting guidelines to improve efficiency, transparency, and adherence to regulations.
- Set yearly goals and key performance indicators for strategic sourcing and service contracts units, overseeing their implementation and monitoring.
- Evaluate complex procurement demands and design sourcing plans and service agreements consistent with company priorities and deadlines.
- Conduct and oversee the pre-qualification and shortlisting of vendors per established standards.
- Participate in tender openings and supervise evaluation and selection to ensure fair and compliant procedures.
- Manage the tender process, guaranteeing alignment with HBKU’s approved protocols.
- Collaborate with the legal department to review and approve contractual terms for service agreements and call-off contracts, ensuring legal and organizational conformity.
- Lead and mentor the strategic sourcing and contracts team through coaching, training, and performance appraisal activities to enhance capabilities and efficiency.
- Identify and mitigate risks linked to sourcing, ensuring observance of legal, regulatory, and ethical requirements.
- Keep current with and apply emerging best practices in strategic sourcing and contract administration.
Qualifications and Experience
- Bachelor’s degree in Engineering, Law, or a related field; additional credentials in Business Administration or relevant areas preferred; CIPS certification is advantageous.
- Between 8 to 10 years in Procurement, Strategic Sourcing, or Supply Chain Management, including at least 3 years in a senior supervisory capacity.
- Exceptional skills in analysis, project management, and time management.
- Capacity to analyze complex technical details and non-standard scenarios to make informed decisions affecting proposals and specifications.
- Strong communication and interpersonal abilities to build and maintain productive professional relationships.
- Excellent writing proficiency for preparing and refining various reports and communications clearly and succinctly.
- Advanced command of Microsoft Office suite and ERP systems.
