Senior Project Manager - Government Projects

Overview

This position requires a Senior Project Manager with extensive expertise in systems analysis and delivery of IT projects, ideally within large enterprises or the public sector. The role involves managing the entire project lifecycle, encompassing requirements collection, development, deployment, and post-launch support. Candidates are expected to have strong practical experience in application development using Java, JavaScript, React, SQL, and web-oriented programming frameworks. Familiarity with various SDLC approaches such as waterfall, agile, or hybrid methodologies is required. Exposure to government digital services or familiarity with Singapore's whole-of-government IT frameworks will be considered a distinct advantage.

Key Responsibilities

• Lead the full spectrum of system analysis and design activities, including requirements gathering, process modeling, and solution architecture for both new and existing applications.
• Engage with business stakeholders to accurately capture operational requirements, translating them into detailed functional and technical documentation.
• Oversee system integration tasks, ensuring flawless interoperability between internal systems and government platforms including Singpass, Corppass, and GovTech services.
• Coordinate and manage user acceptance testing to validate that solutions satisfy business expectations and quality standards.
• Provide mentorship and technical leadership to project teams.
• Continuously monitor system performance, recognize areas for improvement, and lead initiatives to boost system reliability, security, and scalability.
• Maintain thorough project documentation such as business requirements documents, functional specifications, system design outlines, and test plans.
• Manage vendor and system integrator partnerships to guarantee timely, on-budget, and within-scope delivery of project components.
• Stay informed about emerging technology trends and best practices, proactively suggesting enhancements applicable to the government client context.

Experience and Skills

• Minimum of five years relevant experience in systems analysis, IT project delivery, or closely related fields, preferably within a large enterprise or public sector.
• Hands-on application development skills in Java, JavaScript, React, SQL, and programming frameworks.
• Solid understanding of SDLC methodologies including waterfall, agile, and hybrid approaches.
• Prior involvement with government digital services or Singapore governmental IT frameworks preferred.
