Senior Manager, Program Operations - Trust Frameworks

Position Overview

The Senior Manager for Trust Framework Program Operations oversees daily operations of The Sequoia Project’s Trust Framework initiatives, ensuring effective, high-caliber, and responsive program delivery. This role manages workflows and pursues continuous improvement to synchronize systems, processes, and stakeholder engagement with strategic and technical objectives. Collaborating with internal teams and external partners throughout the interoperability ecosystem, the Senior Manager is pivotal in providing a superior participant experience and maintaining operational conformity with evolving policies and technologies.

The role also includes designing and supervising robust account services functions, facilitating participant onboarding, ongoing engagement, and comprehensive support. Additionally, the position leads data governance efforts across Trust Frameworks by establishing data protocols and monitoring policies to guarantee data reliability and integrity.

Its Trust Framework Team supports trust framework programs across public and private sectors through leadership in policy, governance, technical activities, operations, and stakeholder engagement.

Key Responsibilities

• Oversee operational management of Trust Framework programs to meet strategic targets, timelines, budgets, and quality expectations, including issue resolution support, delegation policy implementation, vetting progress tracking, compliance assurance, and facilitation of implementation discussions.
• Establish and manage efficient, scalable workflows and systems to promote compliant program execution.
• Identify and drive process improvement initiatives aimed at operational efficiency and enhanced participant satisfaction.
• Collaborate interdepartmentally to align efforts with dynamic technical and policy standards.
• Represent Trust Framework operations in internal forums and select external workgroups, providing updates and expert insights.
• Lead the design and execution of account services to build trusted participant relationships, guide onboarding, ensure compliance, and monitor participant progress.
• Coordinate cross-functional efforts to resolve issues and manage escalations supporting stakeholder success.
• Develop and oversee data governance policies ensuring data accuracy, completeness, and consistency, and manage reporting metrics in partnership with relevant organizations.
• Analyze data to support framework evaluation and uphold accountability to program goals.
• Provide leadership to the program operations team by aligning activities with organizational aims, fostering collaboration, and supporting professional growth.
• Uphold organizational values and regulatory compliance within team and resource management.

Required Knowledge and Skills

• Thorough understanding of interoperability principles and the landscape of national interoperability standards and frameworks.
• Proven expertise managing cross-functional operations including strategic planning, resource allocation, and workflow optimization, preferably in health information exchange or related sectors.
• Demonstrated ability to establish and oversee efficient workflows and data-driven reporting mechanisms.
• Exceptional stakeholder engagement capabilities, including diplomacy, written and verbal communication, and relationship building with various audiences.
• Experience developing and monitoring data governance policies ensuring data integrity and security.
• Skill in converting data into actionable program strategic insights.
• Capability to build and lead high-performing teams fostering a collaborative environment.
• Strong problem-solving aptitude and customer-service orientation.
• Proficiency in Microsoft Office tools, including Word, Excel, PowerPoint, Outlook, SharePoint, and Power BI.

Educational and Professional Background

• Bachelor's degree is required; a Master's degree in public health, health IT, business administration, or related discipline is preferred.
• Six to eight years of experience in health IT, particularly in health information exchange operations or program management.
• Two to three years of supervisory experience.

Physical and Other Requirements

• Capable of extended computer work and durations of sitting or standing.
• Availability for occasional extended work hours and up to 10% travel, including overnight trips.
• Ability to lift objects weighing 25 to 30 pounds.

Work Authorization

Compensation

The salary range for this position is $142,900 to $165,400 annually, depending on candidate experience.
