Senior HSE Engineer

Role Overview

We are looking for a seasoned Senior HSE Engineer with over 12 years of expertise in managing health, safety, and environmental aspects for large-scale construction projects, particularly mission-critical facilities. This role entails ensuring strict adherence to HSE standards across all construction operations, fostering a robust safety culture, and managing risks associated with data center projects.

Key Responsibilities

• Lead comprehensive HSE oversight for construction activities within data center projects.
• Ensure contractor compliance with safety plans, risk assessments, permit-to-work procedures, and legal requirements.
• Perform frequent site safety inspections, audits, and evaluations to maintain safe working environments.
• Review and validate contractor-submitted HSE documentation, including method statements, job hazard analyses, and risk assessments.
• Supervise risk-intensive operations such as lifting, hot works, confined space entry, excavation, electrical works, and working at heights.
• Oversee safe execution during electrical energization, testing, commissioning, and readiness phases.
• Confirm adherence to lockout/tagout protocols and energy isolation practices for critical systems.
• Assess lifting strategies, crane operations, rigging tasks, and heavy machinery movements.
• Track contractor safety performance and enforce corrective measures where shortcomings are found.
• Investigate safety incidents, near misses, and hazardous conditions, ensuring proper documentation and remediation.
• Maintain logs of HSE observations, non-conformances, corrective actions, and incident reports.
• Organize emergency drills, evacuation procedures, and crisis management exercises.
• Ensure full compliance with Qatari construction safety laws, local regulations, and client HSE policies.
• Lead or participate in safety talks, workshops, inductions, and awareness sessions to nurture a proactive safety ethos.
• Collaborate with clients, contractors, regulatory bodies, and project teams on all HSE-related concerns.
• Monitor welfare provisions, environmental safeguards, waste disposal efforts, and occupational health standards.
• Compile HSE reports, KPIs, audit outcomes, and executive summaries for stakeholders.
• Support project closeout activities by managing HSE documentation, permits, and handover records efficiently.

Candidate Profile

• Minimum qualification includes a Bachelor's degree, diploma, or equivalent in HSE or related fields.
• Professional certifications such as NEBOSH, IOSH, OSHA or equivalents are preferred or required.
• Over 12 years of relevant experience in construction HSE management with strong familiarity in handling high-risk MEP jobs, lifting operations, hot works, electrical energization, confined spaces, and working at heights.
• Demonstrated experience in supervising contractor HSE compliance, incident investigation, and adherence to Qatar HSE regulations.
• Previous involvement in data center or live/critical facility projects is highly desirable.
