Scaling Manager - Kenya

About the Role

Parenting for Lifelong Health (PLH) seeks a committed and resourceful professional to fill the position of Scaling Manager based in Nairobi, Kenya. This full-time, fixed-term one-year contract (with potential for permanent extension) involves leading the Kenya-scale efforts for the evidence-based ParentApp, a blended-digital parenting programme aimed at reducing violence against children, supporting caregiver mental health, and fostering healthy child development.

The Scaling Manager will work closely with government agencies, local academic and civil society organizations to adapt, localize, and deliver the ParentApp at scale, ensuring sustainability through integrated delivery models. Key responsibilities include national coordination, managing budgets, partnership development, and overseeing delivery of two major work packages.

Key Objectives and Work Packages

• Work Package 1: Government Systems Design and Readiness - Formulate an implementation architecture for government-led parenting interventions. Deliverables include: national implementation strategy, systems mapping, an established governance framework, implementation roadmap, and a detailed Year 1 workplan.
• Work Package 2: Digital Family Strengthening Platform - Customize and deploy ParentApp as a digital platform integrated within existing government systems. Outputs include localized app, facilitator resources, deployment packages, referral pathways, and technical configurations.

Main Responsibilities

• Lead development and execution of Kenya's national scaling strategy for ParentApp to achieve sustainable, population-level impact.
• Negotiate and manage partnership agreements and implementation arrangements across government, civil society, and development partners.
• Identify and embed ParentApp within existing delivery platforms such as health, social welfare, education, cash transfer, child protection, and faith-based services.
• Collaborate with global scaling and innovation teams to adapt and continuously improve ParentApp’s content and delivery within Kenya.
• Develop and maintain detailed scale-up plans, reach projections, and implementation roadmaps.
• Monitor progress, address implementation challenges, and capitalize on opportunities informed by data and partner feedback.
• Oversee country budgets, workplans, reporting, and multi-partner project delivery.
• Represent PLH in national technical forums, donor meetings, and regional platforms.
• Support resource mobilization through proposal writing, partnership development, and donor engagement across Kenya and potentially Eastern and Southern Africa.

Essential Qualifications and Experience

• Master’s degree or equivalent experience in public health, international development, public policy, psychology, social sciences, technology, or a related field.
• At least 5 years’ experience leading the scale-up of programs or digital innovations within Kenya, ideally in government, NGO, or institutional environments.
• Comfort and proficiency working with technology, including learning new tools and digital platforms rapidly.
• Proven ability to develop and manage strategic partnerships with government ministries, UN agencies, NGOs, donors, or major institutions.
• Experience designing and implementing scaling strategies involving ecosystem analysis and institutional integration pathways.
• Strong project management skills handling complex multi-stakeholder ventures.
• Analytical capability using monitoring and evaluation data to guide strategic decisions and programme enhancements.
• Excellent relationship management, negotiation, facilitation, and communication skills.
• Organized and able to handle multiple competing priorities in a dynamic, entrepreneurial setting.
• Ability to work autonomously and collaboratively across distributed teams.
• Fluency in English and Swahili.

Preferred Experience

• Embedding programs within Kenyan government sectors such as health, education, child protection, or social welfare.
• Country-level coordination experience on US government-funded projects.
• Expertise in scaling digital health, education, or behavioural change initiatives.
• Background in proposal development, fundraising, and donor relations.
• Strong public speaking, facilitation, and presentation skills.

Additional Information

This role offers flexible remote working with home office support, unlimited annual leave, professional development opportunities, and enhanced pension and statutory leave benefits including maternity and paternity provisions. Candidates must be Nairobi-based and eligible to work in Kenya. The salary range is USD 66,382 to 75,757, subject to funding availability. The contract starts on 1 October 2026 for 12 months with potential for extension.
