Public Works General Support Supervisor

Overview

The Public Works General Support Supervisor role involves directing, organizing, and reviewing the tasks of personnel providing support services across various Public Works divisions such as Administration, Traffic, Parks, Stormwater, Facilities, and Fleet Management. This position ensures efficient collaboration between the General Support team and city departments to meet maintenance, repair, and operational targets. Responsibilities include managing specialized equipment like the aerial bucket truck, performing related administration, and liaising with city units as required.

Key Responsibilities

• Organize, assign, supervise, and evaluate the work of staff involved in general support duties throughout all Public Works sectors.
• Develop plans and schedules for support services, assess resource requirements, and allocate resources in consultation with management.
• Contribute to policy and procedure formulation and monitor compliance within the team.
• Foster effective cooperation among Administration, Traffic, Parks, Stormwater, Facilities, and Fleet divisions.
• Prepare and oversee budgets for materials and equipment, maintain inventory records.
• Keep detailed records and produce comprehensive reports about all support activities.
• Manage complex cleaning, repair, and maintenance tasks in city-owned structures.
• Supervise advanced carpentry, painting, and plumbing projects crossing multiple departments.
• Oversee HVAC maintenance, repairs, and replacements with knowledge of Metasys software.
• Coordinate large-scale relocation and storage of furniture and office equipment.
• Formulate and implement emergency response plans for all Public Works divisions.
• Exhibit proficiency with Microsoft Office and public works management software.
• Manage tree clearance operations that pose hazards to citizens or city property.
• Oversee installation, maintenance, and repair of traffic signals, including wiring and control systems.
• Administer street lighting system programs and develop quality control processes for both traffic signals and lighting.
• Act as chief inspector for contracted traffic signal installations when necessary.
• Supervise equipment upkeep and grounds maintenance in city parks and public right-of-ways.
• Lead support activities for sidewalk, roadway, and stormwater infrastructure maintenance.
• Coordinate support functions for fleet maintenance operations.
• Execute cross-departmental projects as directed by the Public Works Director.
• Train, motivate, evaluate, and discipline assigned personnel as needed; assist in staff recruitment and address performance issues.
• Respond to public inquiries, investigate complaints, and recommend corrective measures.
• Available for emergency recall and remain-behind duties during natural disasters.

Qualifications

• Associate Degree in Public Administration, Construction Management, or related field, with at least five years of progressive public works experience, including two years in a supervisory capacity; or equivalent education and experience.
• Mandatory I.M.S.A. Level 2 Certification and Work Zone Safety Program Level 2 Traffic Signal Field Technician certification.
• Proficient operation of relevant equipment and effective supervision and interdepartmental coordination skills required.
• Valid South Carolina Driver's License must be obtained within 30 days of hire.
• Mandatory drug testing prior to and during employment on a random or need basis.
• Ability to pass law enforcement security clearance within 60 days post-hire.

Working Conditions

Work exposure includes a variety of field environments, such as wet, cold, hot, or rainy weather, and traffic. Physical demands involve extended bending, stooping, lifting, and prolonged vehicle/equipment operation. The position involves both office and field responsibilities.

Knowledge and Abilities

• In-depth understanding of municipal public works operations including traffic control systems, parks, stormwater management, facilities upkeep, and fleet maintenance.
• Knowledge of electrical theory, low voltage systems, lighting and control circuits, construction materials, methods, and equipment.
• Skill in organizing and guiding multi-departmental support services and managing budgets.
• Strong communication skills, both written and verbal, and proficiency with modern office and management software.
• Capability to foster effective departmental relationships and implement training and performance evaluation processes.

Additional Information

• Applicants must hold the International Municipal Signal Association Level 2 certification prior to or upon employment.
