About the Role

Samsic Facility Ireland is looking for a detail-oriented and commercially savvy Public Tendering Bid Manager to join their Commercial team at the Clonee, County Meath location. This role involves full responsibility for the end-to-end management of public-sector tenders across Ireland, driving growth by coordinating bid preparation, commercial pricing, and submission processes while ensuring compliance and quality.

Key Responsibilities

  • Regularly monitor e-tendering portals such as eTenders to discover new public-sector tender and framework opportunities.
  • Evaluate new tenders against organisational goals including strategic, operational, and commercial factors.
  • Lead internal decision-making on whether to proceed with bids and communicate critical requirements, risks, timelines, and pricing considerations to stakeholders.
  • Oversee all stages of tender preparation and submission, ensuring completeness, accuracy, and compliance with documentation and evaluation criteria.
  • Collaborate with Finance and Commercial Manager to coordinate bid costings and commercial pricing.
  • Engage various departments including Operations, Sustainability, HR, Innovation, and Mobilisation for input into tender responses.
  • Manage deadlines, milestones, and submission schedules across multiple concurrent tender opportunities.
  • Perform final quality assurance and compliance audits prior to submitting bids.
  • Maintain a comprehensive central library of company information, policies, case studies, methodologies, and supporting documents.
  • Keep accurate records of previous tenders, outcomes, frameworks, and lessons learned for continuous improvement.
  • Identify and support new public-sector framework opportunities, while managing existing frameworks in compliance with requirements and renewal schedules.
  • Build and nurture relationships with public-sector procurement bodies such as the Office of Government Procurement (OGP) and other relevant contacts.
  • Attend procurement briefings, customer and clarification meetings, and site visits as needed.
  • Review unsuccessful bids and evaluation feedback to identify areas for enhancement.
  • Coordinate formal clarifications or challenge requests in consultation with the Commercial Manager.
  • Contribute towards refining tender processes, templates, content, and team practices.
  • Watch competitor activities and market trends to identify future growth prospects and support business development efforts.
  • Assist the Commercial team with market intelligence and customer engagement initiatives.

Required Qualifications and Experience

  • Proven track record in managing entire bid or tender processes, preferably in public-sector or business-to-business (B2B) service contexts.
  • Strong skills in preparing professional tender responses and coordinating inputs from diverse stakeholders.
  • In-depth understanding of public-sector procurement rules, tender criteria, and evaluation procedures.
  • Familiarity with Irish public-sector tenders, OGP frameworks, and eTenders platform is highly valued.
  • Experience in Facilities Management, Cleaning, Security, Property Management, or related B2B service sectors is beneficial.
  • Competence in coordinating bid costing and cooperating closely with Finance and Commercial teams on pricing strategy.
  • Excellent command of English for clear written proposals and verbal communication.
  • Exceptional attention to detail with the ability to juggle multiple deadlines and priorities.
  • Strong commercial judgment and proactive business development approach.
  • Professional organisational and project management abilities.
  • Effective stakeholder management and relationship-building skills.
  • Proficiency in Microsoft Office 365 applications, especially Word and Excel.
  • Willingness and ability to travel within Ireland as necessary.

Preferred Skills

  • Experience managing public-sector frameworks and associated call-off opportunities.
  • Comfortable participating in procurement briefings, client meetings, clarifications, and site visits.
  • Good knowledge of the Facilities Management and related service markets.
  • Use of bid management, CRM platforms, or similar tools to handle tender pipelines and submissions.
  • Strong analytical capabilities to assess tender feedback, results, and market information.
  • A determined and commercially driven mindset focused on winning new business.
