The organization develops, owns, and manages multi-family supportive housing and licensed residential care homes, while also implementing diverse scattered-site and one-on-one supportive housing and clinical case management programs. Program Overview

The Permanent Supportive Housing (PSH) program, funded by Los Angeles County Homeless Services and Housing Department (HSH), targets individuals experiencing homelessness who suffer from chronic illness or physical disabilities. Its main objective is to help these individuals secure permanent housing and achieve stability in all areas of life by providing services at residential communities specifically designed for this population.

Position Summary

The Program Manager will be responsible for supervising the PSH Project-Based Voucher case management program and managing operations across several sites within Los Angeles County. Responsibilities include managing contracts with HSH and other community partners, providing supervision to case management staff, and fostering a team environment focused on delivering dedicated client support using a "whatever it takes" philosophy.

Key Duties

• Manage and maintain the contract with HSH, including regular communications and timely submission of monthly invoices.
• Collaborate with all program funders and stakeholders such as HSH, housing authorities, onsite property management, and external partners.
• Build and nurture relationships with community agencies and stakeholders to strengthen existing collaborations and create new partnerships.
• Provide direct supervision and crisis intervention support to Case Management staff as necessary.
• Offer clinical supervision to MSW interns involved in the program.
• Develop and continually improve program policies and designs to enhance client services.
• Oversee program budgeting, including tracking of expenditures.
• Prepare and submit regular reports for HSH and other stakeholders.
• Facilitate and participate in meetings such as internal staff meetings, case conferences, and management meetings.
• Manage the case management database and implement quality assurance processes.
• Coordinate referrals from HSH and assign them to Case Managers appropriately.
• Co-manage the 24/7 case management crisis line.
• Organize professional development and training sessions for staff members.
• Oversee the recruitment and onboarding of new team members.

Qualifications and Experience

• Master’s Degree in Social Work or a related clinical discipline; LCSW licensure is preferred.
• Minimum of 2 years supervisory experience.
• At least 4 years of direct experience delivering mental health and/or intensive case management services to vulnerable populations.
• Experience working with individuals with chronic medical or behavioral health challenges and those who have experienced homelessness is advantageous.
• Familiarity with managing and monitoring program budgets is desirable.

• Possession of a valid California driver’s license and access to a personal insured vehicle.

Physical Requirements

Candidates should possess the physical capability for tasks involving standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven terrain. They must be able to perform seated work for 6-8 hours daily and safely handle light to moderate lifting up to 15 pounds. Mental sharpness for analytical thinking and document interpretation is also required.

Compensation

The annual salary for this role ranges from $85,000 to $90,000.
