Position Summary
The Program Manager - Congressional Liaison role serves at the Headquarters of the United States Space Force, providing critical strategic support in congressional affairs, legislative research, executive communication, and task management for SF/DS and SF/S1 units. This on-site role, located at the Pentagon, demands a trusted advisor capable of interpreting congressional priorities, legislation developments, and political sensitivities impacting personnel programs, budgets, operations, and strategic initiatives of the Space Force.
Key Duties
- Provide counsel to senior Space Force leadership on congressional priorities, emerging legislative issues, and their implications on various organizational programs and policies.
- Prepare senior officials for congressional interactions such as hearings and briefings by creating background documentation, formulating possible questions, and recommending responses and engagement approaches.
- Generate and manage congressional materials including talking points, briefing documents, legislative summaries, decision memoranda, and executive correspondence.
- Oversee and track congressional inquiries, official reports, and statutory obligations while drafting and coordinating responses.
- Analyze and summarize legislation, committee proceedings, and related congressional events influencing Space Force missions and resources.
- Conduct comprehensive reviews of defense legislation including the National Defense Authorization Act and Defense Appropriations bills.
- Brief leadership on congressional climate, risks, legislative opportunities, and communication strategies.
- Utilize task management software to handle congressional workflows ensuring quality, coordination, and timely responses.
- Collaborate with offices such as the Secretary of the Air Force for Legislative Liaison and the Assistant Secretary for Financial Management and Comptroller on congressional engagement activities.
- Support activities during congressional Posture Seasons including preparation for hearings, mock sessions, and briefing book compilations.
- Maintain detailed trackers for correspondence, legislative requirements, and committed leadership actions.
- Coordinate with diverse internal teams, legal advisors, financial staff, and public affairs to produce accurate, consistent, and executive-level congressional responses.
- Review all congressional materials to guarantee alignment with Department of the Air Force and Space Force policies and high standards of clarity and presentation.
- Monitor legislative trends to identify issues affecting organizational priorities and advise on proactive engagement plans.
- Organize meetings and working groups related to legislative engagements and reporting obligations.
Qualifications
- Bachelor’s degree in political science, public policy, government, national security, communications, business, or a related discipline.
- Extensive experience supporting congressional affairs, legislative liaison, government relations, executive communications, or senior Department of Defense functions.
- Solid understanding of the federal legislative system including committees, authorization/appopriations cycles, defense legislation, and oversight processes.
- Background in analyzing defense legislation such as the National Defense Authorization Act and appropriations bills.
- Proven track record preparing senior leaders for congressional hearings and related high-profile engagements.
- Expertise in drafting congressional correspondence, legislative summaries, talking points, briefing papers, and executive communication products.
- Experience managing complex congressional taskers, statutory reporting, and time-sensitive requests within deadline-driven environments.
- Excellent verbal and written communication skills with the ability to translate complex legislative and policy information into clear, executive-level materials.
- Strong coordination skills across multiple governmental and military stakeholders.
- Exceptional organizational capabilities to juggle multiple priorities and urgent demands with minimal oversight.
- Proficient in Microsoft Office suite including Word, Excel, PowerPoint, Outlook, and Teams.
- Eligibility to obtain and maintain required security clearance.
Preferred Experience
- Prior exposure to the United States Space Force, Department of the Air Force, Office of the Secretary of Defense, or a comparable federal defense body.
- Experience working directly with SAF/LL, SAF/FML, service legislative liaison offices, or congressional committees/staff.
- Familiarity with executive task management tools such as ETMS2, TMT, or CATMS.
- Knowledge of Space Force personnel, manpower, readiness, policy, budgeting, or headquarters functions.
- Involvement with congressional posture season activities including hearings and legislative proposal preparations.
- Master’s degree in public policy, government, national security, public administration, or related fields is an advantage.
