Job Overview
The Process Safety Specialist is responsible for offering expert guidance, support, and advice on process safety, risk management planning, and regulatory interpretations to promote zero incident goals and full compliance with OSHA’s Process Safety Management (PSM), Operational Excellence Systems, and Responsible Care® standards.
Key Responsibilities
- Promote a culture prioritizing process safety excellence aligned with the Journey to Zero initiative.
- Ensure adherence to OSHA's Process Safety Management regulations.
- Manage the Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes effectively to control modifications and maintain proper documentation.
- Conduct and support Process Hazard Analyses (PHAs), Layers of Protection Analysis (LOPAs), Quantitative Risk Assessments (QRAs), Facility Siting, and other risk evaluation and mitigation strategies consistent with regulatory requirements.
- Lead or take part in Root Cause Analyses (RCAs) to identify causes and prevent incident recurrence.
- Maintain and update Process Safety Information documents to ensure accuracy.
- Examine all incidents for process safety implications and identify areas for enhancement.
- Develop and monitor corrective plans for process safety issues using PSM metrics and reporting tools.
- Collect and analyze process safety key performance indicators to foster ongoing improvement.
- Assist in executing equipment reliability programs throughout various departments.
- Collaborate with parent companies to adopt new or updated process safety standards.
- Direct facility siting evaluations to comply with corporate and legal guidelines.
- Guarantee adherence to critical process safety procedures.
- Propose and implement process safety management improvements, integrating them into daily operations.
- Coach teams on identifying and resolving process safety matters.
- Lead and organize internal PSM audits and regulatory inspections to maintain compliance.
- Support Operational Excellence and Responsible Care® compliance by identifying gaps and driving corrective measures.
- Create and promote work practices aligning OE/RC criteria with operations.
- Manage compliance activities including audits, assessments, and performance evaluations.
- Utilize Action Tracker and Compliance Tracker systems to ensure timely closure of compliance gaps.
- Design and deliver process safety training and lead awareness campaigns, alerts, and workshops.
- Offer technical expertise and guidance on process safety compliance and risk-informed choices.
- Improve departmental policies, systems, and procedures guided by global best practices.
- Develop and enforce section-level policies and standards consistent with business needs.
- Ensure uniform application of policies across all operations.
- Follow all Quality, Health, Security, Safety, and Environment regulations to uphold safe operations.
- Prepare and submit accurate, timely reports meeting departmental requirements.
- Support the professional development of Qatari nationals, where applicable.
Qualifications & Experience
- Bachelor's degree in Chemical or Mechanical Engineering is essential; a Master’s degree in Process Safety, Chemical, or Mechanical Engineering is preferred.
- 5 to 7 years of relevant experience in the oil and gas sector; petrochemicals experience is advantageous.
- Proficiency in OSHA PSM standards, PHA facilitation, HAZOP/LOPA methodology, and RCA facilitation is required.
- Familiarity with regulatory standards such as OSHA and NFPA.
- Excellent command of English is mandatory; working knowledge of Arabic is preferred.
