Position Summary
The People & Talent Manager will helm the human resources function for a diverse and multicultural workforce comprising over 15 nationalities, operating across three continents in a hybrid working model that combines remote and onsite presence. This role requires overseeing strategic and operational HR responsibilities to support a high-growth, fast-paced agile startup environment by collaborating with business leaders to advance talent initiatives, manage the full employee lifecycle, and implement scalable HR systems that nurture an engaging workplace experience. Based in Singapore, this role reports to Group HR.
Key Priorities for the Next 12 Months
- Talent acquisition: securing top-tier candidates for open roles and sustaining warm talent pools to accelerate recruitment.
- Retention and employee engagement: enhancing motivation and loyalty in a geographically dispersed, multicultural team.
- Performance management and development: facilitating employee onboarding, performance evaluations, and growth opportunities with robust HR operations and compliance underpinning these efforts.
Core Responsibilities
- Manage end-to-end recruitment processes in partnership with hiring managers while maintaining high-quality hiring standards.
- Develop and constantly update talent pools and market maps for key and frequently transitioning positions, ensuring readiness for replacements or new hires.
- Implement structured hiring strategies including role-specific scorecards, calibrated interviews, and thorough reference checks.
- Create and lead employer branding campaigns to attract candidates focused on AI and regulatory domains.
- Utilize AI-based tools to optimize sourcing, screening, and candidate interactions.
- Monitor and report recruitment metrics such as time-to-fill, conversion rates, and offer acceptance rates.
- Take ownership of employee retention by maintaining risk assessments, conducting stay interviews, and analyzing regretted attrition.
- Promote a high-performance and inclusive culture consistent with remote and multicultural teams.
- Design and implement engagement programs to boost employee motivation, recognition, and retention; perform regular pulse surveys and act on feedback.
- Facilitate inclusive events, town halls, and team-building activities that connect onsite and remote employees.
- Support mentorship and recognition programs to foster career growth and morale.
- Oversee performance cycle processes including mid-year reviews, calibration meetings, coaching managers, and addressing outcomes like promotions and development plans.
- Coach new managers and support leadership development for expanding teams.
- Identify training needs and roll out learning programs; evaluate their effectiveness through feedback and performance monitoring.
- Develop a culture focused on continuous learning, feedback, and upskilling.
- Ensure smooth onboarding for new hires through structured 30-60-90 day plans and team integration initiatives.
- Advocate for organizational design, workforce planning, and change management as a trusted partner to leadership in coordination with Group HR.
- Introduce AI and automation solutions into HR processes and lead their adoption.
- Manage HR operational tasks, including payroll, benefits administration, legal compliance, and policy maintenance across multiple jurisdictions.
- Coordinate international employment practices including EOR and contractor arrangements ensuring compliance with local laws.
- Maintain comprehensive HR data, manage headcount planning with Finance, track attrition and hiring metrics, and ensure readiness for fundraising due diligence with organized documentation.
- Prepare and manage employment-related legal documents such as offer letters, contracts, confirmation letters, and other HR correspondence.
- Administer employee work pass applications and renewals, manage group insurance, and process flexible benefit claims accurately and timely.
- Handle government claims and submissions including childcare, maternity, and paternity leaves.
Required Qualifications and Experience
- 6 to 8 years of progressive HR experience, preferably within high-growth startups or scaling organizations.
- Proven expertise in talent acquisition with hands-on experience managing full-cycle recruitment rather than simply agency coordination.
- Experience supporting distributed, multicultural teams across APAC is essential; exposure to EMEA and US regions is advantageous.
- Deep understanding of Singapore employment laws, HR best practices, and compliance; knowledge of Employer of Record (EOR) and international contractor models.
- Comfortable leveraging AI-driven tools for enhancing HR processes and data-informed decision-making; familiarity with HR technologies is a plus.
- Adaptability, resourcefulness, a proactive mindset, and strong ownership in fast-changing environments.
