Job Summary

The Officer for Country HR and Administration provides essential support to the Human Resources department, handling operational aspects including Talent Acquisition and management, Staff Relations, Administrative support, and Performance Management assistance.

Core Responsibilities

  • Contribute to revising national staff policies by suggesting modifications to the HR & Administration Manager.
  • Offer guidance to program and operations staff for understanding HR policies and provide technical assistance on HR matters as directed.
  • Collaborate with HR & Administration Management to implement department strategic plans.
  • Conduct periodic field visits to project sites to verify proper application of HR procedures and support managers as needed.
  • Manage compensation databases and maintain accurate employment records in HR systems such as CostPoint and local platforms.
  • Oversee recruitment processes, advise hiring managers at every recruitment phase, and generate regular tracking reports.
  • Ensure recruitment practices are transparent, fair, and comply with organizational HR policies.
  • Facilitate thorough orientation for new employees, coordinating with other departments for an engaging experience.
  • Guide employee separation processes, maintaining required documentation securely.
  • Assist with updating organizational charts, contact lists, and information flow documents regularly.
  • Support preparation and filing of employee contracts and mandatory documentation.
  • Draft personnel letters including transfers, promotions, increments, and acceptance of resignations.
  • Assist in preparing separation and terminal benefits documentation.
  • Provide HR Management with turnover analysis reports periodically.
  • Coordinate international staff travel arrangements including itineraries and ticketing.
  • Ensure personnel files are securely maintained and properly updated, including upload to cloud storage platforms like Office 365.
  • Support timely processing and filing of performance reviews and appraisals.
  • Assist supervisors and staff in setting goals, reviewing performance at probation end or annually, ensuring proper documentation.
  • Help supervisors identify staff training needs or performance gaps.
  • Support audit and compliance activities by providing necessary documentation as reviewed by HR Management.
  • Liaise with Certified Public Accountant for National Social Security Fund and Income Tax payment schedules.

Administrative Duties

  • Coordinate visa applications and immigration clearance processes for international staff as required.
  • Ensure office and guesthouse supplies are consistently stocked and replenished promptly.
  • Monitor utility bills and lease agreements for office and guesthouse, ensuring timely payments and renewals.
  • Oversee facility staff coordination to ensure effective role performance.
  • Manage office space utilization and handle guesthouse accommodation bookings.

Other Duties

Perform any additional tasks assigned. The listed duties cover typical job scope but are not exhaustive.

Minimum Qualifications

  • Bachelor's degree, preferably in Human Resource Management or related field; equivalent education and experience may be considered.
  • At least 3 years of experience functioning as an HR Generalist.
  • Prior experience working with International Medical Corps is advantageous.
  • Familiarity with local labor laws and employment standards.
  • Experience with Human Resource Information Systems is a plus.
  • Knowledge of recruitment, selection, training, compensation, benefits, job design, labor relations, negotiation, and HRIS.
  • Proficiency with MS Office and digital collaboration tools.
  • Strong conflict resolution, communication, and interpersonal abilities.
  • Excellent organizational and planning skills.
  • Ability to maintain confidentiality and cultivate trust and respect.
  • Self-driven, detail-oriented, highly organized, and flexible with deadlines.
  • Capable of working well under pressure and managing multiple tasks concurrently.
