About the Role
The AVP, Manager of Learning & Development at the General Commercial Gaming Regulatory Authority (GCGRA) is responsible for leading the creation, deployment, and oversight of a comprehensive learning framework designed to enhance employee capabilities, strengthen leadership, and prepare the workforce to meet future challenges. This position ensures that all learning programs align closely with the organization's strategic goals, succession plans, and transformation initiatives, fostering a culture of continual development and performance improvement while tracking measurable outcomes.
Key Responsibilities
- Create and execute an organization-wide Learning & Development framework in line with corporate objectives.
- Convert workforce planning and succession management insights into focused capability-building initiatives.
- Conduct annual learning needs assessments across departments.
- Develop leadership growth frameworks and programs for high-potential employees.
- Promote a continuous learning environment and commitment to performance excellence.
- Design and supervise training programs covering technical, behavioral, and leadership skills.
- Implement competency-based development pathways to support employee growth.
- Utilize digital platforms, including learning management systems and e-learning modules, to facilitate training.
- Incorporate blended instructional methods such as virtual, classroom, and experiential learning.
- Lead the digital transformation of learning systems and encourage innovative approaches to learning design and delivery.
- Collaborate with HR and business units to identify skill gaps and anticipate future competency needs.
- Champion succession readiness and career development strategies.
- Support organizational change management through targeted learning interventions.
- Establish coaching and mentoring frameworks to support ongoing development.
- Define key performance indicators and measure return on investment for learning initiatives.
- Analyze training effectiveness through data analytics and evaluation tools, providing regular impact reports to senior leadership.
- Manage budgets for learning and development, optimizing expenditure.
- Develop and enforce learning policies and governance structures.
- Oversee relationships with external vendors and partners providing learning services.
- Ensure compliance with all regulatory and mandatory training requirements.
Qualifications & Experience
- Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or related discipline.
- Master’s degree preferred, particularly in HR, Organizational Psychology, or MBA.
- Professional certifications such as CIPD, SHRM, or ATD are advantageous.
- Over 10 years of progressive experience in HR, including a minimum of 5 years in leadership roles focused on Learning & Development.
