Role Summary

We are looking for a seasoned Lead Estimator to direct the cost estimation and bidding phases of construction projects primarily focused on telecommunications and fiber optic infrastructure across the US and Africa. This individual will ensure precise and competitive cost proposals, manage bid lifecycles end-to-end, assess project risks, and work collaboratively to facilitate project success.

Primary Responsibilities

  • Generate detailed and accurate cost estimates encompassing labor, materials, equipment, subcontractors, and indirect expenses.
  • Conduct comprehensive quantity takeoffs by analyzing project blueprints, specifications, and contracts.
  • Develop estimates at conceptual, preliminary, and finalized stages depending on project progress and available data.
  • Organize and maintain estimation documentation along with historical cost records for reference.
  • Analyze technical project plans, geotechnical data, regulations, and construction methodologies related to pipeline and telecommunications projects.
  • Evaluate site conditions, production rates, and constraints to create realistic budgets and schedules compliant with industry standards and safety norms.
  • Lead and coordinate the entire bidding process from reviewing RFPs to submitting finalized proposals, managing timelines, deliverables, and internal reviews.
  • Assess contracts to identify commercial and operational risks and contribute to proposal strategies to enhance competitiveness and profitability.
  • Solicit and appraise vendor and subcontractor quotes to ensure completeness, scope alignment, and pricing accuracy; negotiate terms as necessary.
  • Identify and mitigate project risks early in the estimating phase, including recommending value engineering options to improve project outcomes.
  • Provide leadership and mentorship to junior estimators, establish best practices, and maintain quality control procedures.
  • Collaborate cross-functionally with operations, engineering, procurement, and project management teams to validate assumptions and support planning and kickoff activities.
  • Participate in client engagement, site visits, and pre-bid meetings as required.

Requirements

  • Minimum of 7 years in construction estimating, with at least 5 years specializing in telecommunications, fiber optic construction and splicing, network infrastructure, structured cabling, OSP/ISP construction, or communications systems installation and maintenance.
  • Strong knowledge of fiber optics construction processes and related pipeline construction techniques.
  • Ability to manage multiple projects and move flexibly between them.
  • Proficient interpreting engineering drawings, specifications, contracts, and technical documents.
  • Familiarity with industry regulations, environmental and safety standards, and permitting requirements.
  • Skilled in estimating and construction management software and tools, with advanced Excel capabilities.
  • Exceptional accuracy and attention to detail in estimation.
  • Strong verbal and written communication skills in English.
  • Effective organizational skills for managing multiple bids and deadlines.

Preferred Qualifications

  • Experience working on large-scale pipeline, utility, oil & gas, water, or industrial projects.
  • Knowledge of project scheduling and planning software.
  • Bachelor’s degree in Construction Management, Civil Engineering, or a closely related field advantageous.

Work Environment

  • A blend of office-based estimation tasks and occasional on-site visits.
  • Capability to operate under pressure and tight deadlines during active bidding periods.
