About the Role

The Office of Emergency Management (A/OEM) at the Department of State oversees the Department’s responsibilities under Presidential Policy Directive 40 (PPD-40) relating to national continuity programs. These programs prepare the Department for a broad range of threats including natural disasters, military or terrorist attacks, technological emergencies, or other crises. The Diplomatic Continuity Programs Division (A/OEM/DCP) is charged with drafting and maintaining emergency and continuity plans that enable the Secretary and Department to respond effectively to national security emergencies.

This position supports the design, deployment, and maintenance of Audio Visual (AV), telecommunications/PBX, and IT communications systems essential to the Bureau’s continuity-specific hardware, software, networking, and communication operations. The role involves working as part of a technical team including government and contract personnel to provide real-time operational, maintenance, testing, and development support for continuity communications at various security levels.

Key Responsibilities

  • Install, configure, and maintain secure and non-secure IT infrastructures including data, voice, video systems as part of the Secure Communications Team.
  • Act as a 24/7 on-call contact for IT and communications issues to ensure uninterrupted mission-critical functions throughout Department facilities.
  • Administer classified and unclassified IT resources and security systems to facilitate secure inter-agency communications.
  • Support the Government Senior IT Specialist by managing IT resources across unclassified, SECRET, and TOP SECRET environments in conference rooms, offices, and residences.

Candidate Requirements

  • Minimum of 6 years of progressive experience as a mid-level IT specialist demonstrating initiative and broad technical skills.
  • Proficient with Windows OS, Microsoft Office suite, and typical PC applications relevant to the role.
  • Strong verbal and written communication skills; ability to collaborate effectively within matrix organizational structures.
  • Ability to prioritize tasks and operate effectively in urgent, high-stress environments.
  • Experienced in transmission, broadcasting, switching, and operation of various secure IT and communication systems.

Preferred Qualifications
