Position Overview

We are seeking a Health, Safety, Quality, and Environmental (HSQE) Officer to be based in Clonmel, County Tipperary. This role involves site-based responsibilities for infrastructure projects primarily in southern Ireland. As the HSQE lead, you will be responsible for overseeing and enhancing the company’s health, safety, quality, and environmental functions, fostering a strong safety culture, and supporting successful project delivery.

Key Duties

  • Lead and direct ESK's HSQE functions by developing and refining systems, policies, and procedures.
  • Cultivate and uphold a safety-focused culture across all projects and departments.
  • Conduct frequent site audits, inspections, and compliance assessments.
  • Draft and evaluate Risk Assessments and Method Statements (RAMS), Construction Stage Health & Safety Plans, Environmental Management Plans, and other related HSQE documents.
  • Ensure adherence to internal protocols, ISO standards, and applicable health, safety, and environmental regulations.
  • Manage incident investigations and enforce corrective and preventive measures.
  • Provide site inductions, toolbox talks, and HSQE-related training sessions.
  • Oversee quality assurance throughout construction to meet project specifications.
  • Maintain comprehensive HSQE documentation and generate reports for senior management and clients.
  • Engage with clients, subcontractors, and regulatory authorities on HSQE issues.
  • Assist in the upkeep and continuous improvement of ESK’s ISO management systems.

Candidate Requirements

  • Relevant qualification in Occupational Health & Safety, Environmental Management, or a related field.
  • A minimum of 2 years' experience in HSQE within construction, civil engineering, or infrastructure sectors.
  • Proficient understanding of ISO management systems, RAMS, and Construction Stage Health & Safety Plans.
  • Strong knowledge of Irish health and safety laws and industry best practices.
  • Self-motivated with the capability to independently manage the HSQE functions.
  • Excellent communication and leadership skills to interact effectively with site teams, subcontractors, and clients.
  • Outstanding organizational and analytical problem-solving skills.
  • Possession of a full driving license.
