HSE Officer

Overview

Tekfen Construction is hiring an HSE Officer for its Jeddah Cluster Pipeline Project in Saudi Arabia. The role demands compliance with strict safety standards and effective management of health, safety, and environmental procedures to ensure safe workplace conditions.

Qualifications

• Bachelor's degree or Diploma in a relevant field.
• Certification in NEBOSH, OSHA, Basic Life Support (BLS), and First Aid.

Mandatory Requirements

• Physically capable of performing site duties.
• Good communication abilities.
• Proficient in reading and understanding English.
• Familiarity with HSE regulations and safe work practices.
• Skilled in hazard identification and implementing control measures.
• Aramco approval is required for this position.

Key Duties and Responsibilities

• Ensure strict adherence to Saudi Aramco safety standards, company policies, and regulatory requirements.
• Carry out routine and special safety inspections of work sites, equipment, and facilities on daily, weekly, and monthly schedules.
• Identify and report unsafe conditions, incidents, near misses, and policy non-conformances.
• Conduct random audits to verify compliance with safety procedures and Saudi Aramco requirements.
• Promote proper usage of Personal Protective Equipment (PPE) and maintain housekeeping standards.
• Oversee compliance with Permit to Work systems, Job Safety Analysis, Hazard Identification Plans, Method Statements, and Task Hazard Analyses.
• Lead daily safety briefings and participate in pre-job safety meetings.
• Supervise high-risk activities including excavation, lifting, confined spaces, hot work, working at heights, electrical tasks, and heavy machinery operations.
• Participate in incident inquiry, root cause analysis, report preparation, and corrective action implementation.
• Address safety, health, environmental, and welfare complaints with corrective recommendations.
• Verify readiness and maintenance of fire safety, first aid, spill response, and emergency equipment.
• Establish and monitor barricades, signage, exclusion zones, and traffic controls.
• Monitor environmental compliance concerning waste, pollution, spill prevention, dust control, and environmental protection.
• Conduct HSE induction and ongoing safety awareness training for employees and subcontractors.
• Maintain detailed HSE records, reports, logs, and statistical data continuously.
• Organize emergency drills per the approved Emergency Response Plan and evaluate their effectiveness.
• Support emergency response actions including fire, medical, environmental, rescue, and evacuation operations.
• Enforce Stop Work Authority by halting unsafe acts or conditions immediately.
• Participate in safety meetings, audits, management walkthroughs, and client safety reviews.
• Prepare and deliver regular HSE performance reports to project management.
• Undertake other relevant responsibilities as assigned by management.
