Role Summary
The HSE Officer will ensure Health, Safety, Security, Environment, and Quality (HSSEQ) objectives are accomplished by providing leadership and oversight throughout the project lifecycle, particularly during the Engineering, Procurement, and Construction (EPC) phases.
Primary Responsibilities
- Lead by example to meet HSSEQ goals, objectives, and targets.
- Guarantee safe, timely, budget-compliant, and quality handover of projects to owners.
- Oversee the Project HSSE Management System integration into the execution strategy.
- Closely monitor EPC Contractor adherence to HSSE objectives and standards.
- Lead HSSE teams from Project Management Consultant (PMC) and contractors to foster a strong safety culture.
- Identify, evaluate, and resolve HSSE concerns during EPC phases.
- Coordinate with PMC construction engineers across disciplines on HSSE-linked tasks during construction.
- Ensure EPC Contractor maintains and enforces Project HSSE procedures.
- Advise PMC on HSSE matters and collaborate on setting and meeting relevant objectives.
- Witness audits by EPC Contractor and report non-conformances and observations to management.
- Verify qualifications of EPC Contractor’s HSSE personnel.
- Support investigation of HSSE issues and properly communicate findings.
- Review Project Execution Plans (PEP) to confirm HSSE requirements compliance.
- Evaluate HSSE systems of Vendors and Sub-vendors to ensure conformity with project standards.
- Ensure accurate HSSE records management by EPC Contractor.
- Provide ongoing feedback and share lessons learned with stakeholders.
- Monitor EPC Contractor and subcontractors’ HSSE performance consistently.
Required Qualifications and Experience
- Bachelor's degree in safety, health, environmental, technical, scientific, or related engineering discipline from an accredited institution.
- Experience in Oil & Gas or Petrochemical industries.
- Proficiency in preparing Health, Safety, and Environmental Impact Assessments (HSEIA) and skilled in Quantitative Risk Assessment (QRA) development.
