HSE Officer

Overview

The HSE Officer will be responsible for overseeing and managing manpower and labor on the construction site ensuring strict adherence to safety regulations to prevent accidents or violations. This role prioritizes establishing and maintaining a safe working environment by implementing robust Health, Safety, and Environmental (HSE) programs and fostering a culture where safety is a foremost priority.

Key Duties and Responsibilities

• Develop and enforce comprehensive safety and environmental plans aligned with local, regional, and international standards throughout all project stages.
• Identify potential safety and environmental hazards and evaluate risk associated with the construction activities.
• Monitor compliance with safety policies and regulations across all site operations.
• Ensure regular inspection and maintenance of all safety equipment deployed on site.
• Conduct research on relevant regulations, industry best practices, and innovations in safety and environmental technologies.
• Participate actively in safety and environmental audits at the construction site.
• Maintain thorough documentation of all safety and environmental procedures and activities.
• Oversight of subcontractors' adherence to HSE procedures.
• Lead investigations into accidents or incidents and recommend corrective actions.
• Collaborate with external stakeholders, including government agencies, clients, and insurance representatives.
• Continuously assess and propose enhancements to health and safety measures on the construction project.
• Perform on-site safety inspections to identify hazards and ensure mitigation methods are in place.
• Coordinate efforts with other safety professionals to promote a safe and healthy work environment.
• Prepare detailed reports reflecting safety and health performance and maintain records of safety inspections.
• Stay informed on new regulations, evolving best practices, and relevant standards within the HSE field.
• Carry out any additional tasks within the scope of the role when required.

Experience and Qualifications

• Minimum of 5 years of experience in a similar HSE role.
• Bachelor's degree (BSc) mandatory.
• Proficiency in both English and Arabic languages in reading, writing, and speaking.
• Certifications including OSHA 020 (General Industry Safety and Health Training), OSHA 060 (Construction Industry Safety and Health), OSHA 030 (Risk Management, Job Hazard Analysis, HAZOP Studies), OSHA 040 (Occupational Health, Safety and Environmental Control – OHSAS 18001 & ISO 14001), OSHA 080 (Fire Marshal Training), NEBOSH IGC, OSHAS 45001, IOSH courses, and Risk Management expertise.
