About The Role
We are seeking a seasoned Director of Finance and Control to spearhead financial planning, oversight, and reporting for City Operations. This position involves shaping financial frameworks that reflect operational priorities, working in tandem with central finance departments and business teams to foster informed, disciplined decisions and ensure successful implementation.
Key Responsibilities
- Drive the financial planning, budgeting, forecasting, and reporting activities specific to City Operations, coordinating closely with central finance.
- Design and manage service charge and cost recovery systems, encompassing model inputs, calculations, reporting, and cross-departmental collaboration.
- Develop and supervise financial KPIs, management reports, and performance analytics to assist leadership in decision-making.
- Oversee budget adherence and cost monitoring across City Operations, identifying financial risks, performance deviations, and opportunities for cost savings.
- Lead the invoicing workflow alongside City Operations and central finance teams.
- Maintain accuracy of asset registers and general ledger, including tasks like reconciliations, accruals, and period-end support.
- Coordinate financial procedures and controls between Finance and Controls, City Operations, and related stakeholders to ensure aligned implementation.
Skills & Experience
- Bachelor's degree in Finance, Accounting, or a related business field is required.
- Minimum of 12 years' experience in finance roles involving management reporting, budgeting, forecasting, or operational finance.
- Proven expertise in service charge, cost recovery, or shared services financial modeling.
- Solid understanding of financial planning, cost control, variance examination, and performance management.
- Extensive knowledge of invoicing procedures, ledger maintenance, reconciliations, accrual handling, and period-end closings.
- Ability to convert operational needs into detailed financial strategies, insights, and reports.
- Experience collaborating effectively with operations leaders, central finance teams, senior executives, and business units.
- Advanced degree such as a Master's in Finance, Accounting, or related areas is a plus.
