Introduction

The Maryland State Department of Education (MSDE) is committed to fostering a premier educational system that equips students for success in college and careers during the 21st century. The Division of Rehabilitation Services (DORS) under MSDE provides critical support including vocational rehabilitation, assistance for individuals with disabilities preparing for employment, and adjudication of Social Security disability claims for Maryland residents.

Position Overview

This position is located within the Disability Determination Services (DDS) division at 211 Schilling Circle, Suite 100, Hunt Valley, MD 21031. While primarily onsite, a hybrid work arrangement allowing up to three telework days per week may be feasible. The Electronic Records Express Specialist plays an essential role in facilitating the electronic transmission of medical and educational records to support the disability claim adjudication process. The specialist acts as a liaison among the agency, healthcare providers, educational institutions, and internal DDS staff to encourage the use and efficient operation of the Electronic Records Express (ERE) system.

Key Responsibilities

  • Onboard and provide detailed training to users such as consultative exam (CE) providers, medical evidence retrieval (MER) providers, and educational record suppliers for the ERE platform.
  • Design and implement strategies to increase electronic receipt of medical and educational documentation.
  • Establish and maintain collaborative relationships with consultative examiners, treating physicians, and hospital/clinic health information managers.
  • Stay current with the Social Security Administration's electronic platforms facilitating document exchange.
  • Educate providers on how to receive evidence requests and submit records electronically to DDS.
  • Monitor electronic outgoing requests and identify issues with incoming transmissions to troubleshoot problems effectively.
  • Coordinate necessary system updates within the Disability Case Processing System and analyze data concerning transmission challenges.
  • Participate in DDS marketing and community outreach efforts to promote electronic submissions.
  • Train school liaisons on disability claim information requirements related to childhood disabilities.
  • Provide training to DDS personnel regarding electronic initiatives.
  • Manage the preparation, publication, and distribution of annual Medical Records Office newsletters independently.
  • Lead new projects focused on enhancing electronic medical evidence submissions.

Minimum Qualifications

  • A Bachelor's degree from an accredited institution.
  • At least two years of professional or administrative experience in disability determination services, particularly related to processing or adjudicating Social Security Disability claims.
  • Substitution allowance: One year of additional experience may replace one year of educational requirements, or 30 graduate credits may substitute for one year of experience.

Preferred Qualifications

  • Expertise in providing technical assistance and resolving technical or communication issues.
  • Strong background in customer service and troubleshooting.
  • Experience in training or professional development settings.
  • Excellent organizational and time management capabilities.
