Role Overview

BLN24 is looking for an experienced Business Analyst / Scrum Master to support the development and delivery of modernization work for National Weather Service applications moving to the cloud. This position blends business analysis and Agile leadership, acting as the connection point between stakeholders and technical teams. The role covers requirements discovery, solution design, testing, and facilitation of Scrum practices to keep business priorities and IT/cybersecurity goals aligned.

Key Responsibilities

The selected candidate will work with stakeholders to define business challenges, collect requirements, and suggest suitable technology solutions. They will lead Agile delivery as Scrum Master, coordinating sprint planning, daily stand-ups, sprint reviews, and retrospectives. The role also includes identifying risks and roadblocks early, implementing mitigation actions, and helping the team stay aligned with Agile principles and delivery commitments.

Additional duties include managing Jira for task tracking, sprint visibility, and performance monitoring; partnering with cross-functional groups to align business objectives with technical output; analyzing and supporting software solutions across databases, websites, and application tools; drafting user stories, tasks, and acceptance criteria; and building, executing, and documenting test cases while working with developers to close defects. The role also requires preparing and reviewing metrics, reports, and recommendations.

Required Qualifications

A bachelor’s degree in a relevant discipline is required, along with a Scrum certification such as Certified Scrum Master, SAFe Scrum Master, or Professional Scrum Master. Candidates should have experience supporting Digital Services projects and should be comfortable using Jira and GitLab.

Strong verbal and written communication, facilitation skills, and the ability to collaborate effectively with technical teams and business stakeholders are essential. The position also calls for progressive experience in business analysis, including software design, testing, and implementation, plus a demonstrated ability to work directly with clients, coordinate with developers, and handle risk assessment and mitigation planning.
