About the role

This position sits at the point where property strategy, urban growth and community outcomes meet. Rather than focusing only on transactions, it contributes directly to decisions that will shape Tauranga over the next 10, 20 and 50 years.

You will work on major property and development matters across the city, including identifying land required for expansion, enabling infrastructure delivery, handling acquisitions and disposals, and resolving complex property issues that affect future development.

On some days you may be advising on land needed for essential infrastructure. On others, you could be preparing a politically sensitive property recommendation for elected members, negotiating with important stakeholders, or helping bring forward development opportunities that benefit the wider community.

This is a strategic, outward-facing role rather than a purely legal back-office function. It involves working where strategy, growth, development and public outcomes intersect.

What makes this role distinct

  • Contribute to major city-shaping property decisions and strategic projects.
  • Work closely with senior leaders, elected members, tangata whenua, developers and landowners, and be comfortable operating in uncertain or nuanced situations.
  • Take responsibility for complex acquisitions, development opportunities and initiatives that support growth.

What you will need to succeed

The council is seeking someone who brings property expertise, commercial judgement, political awareness and the confidence to work through complex situations.

  • At least 5 years of experience in a property-related field such as advisory, valuations, acquisitions, development, infrastructure, or work within an in-house legal team or law firm.
  • A degree qualification. Your degree may be in Property, Valuation, Law, Planning, Economics, Development, Finance, or another relevant discipline, provided you also have residential or commercial property experience.
  • Working knowledge of key legislation, including the Public Works Act, Resource Management Act, Reserves Act, Local Government Act and Building Act.
  • Strong relationship-building ability and confidence influencing outcomes across a wide range of stakeholders.

Why join Tauranga City Council

Your work will help determine where infrastructure is delivered, how communities expand, and how the council’s property portfolio supports Tauranga’s future.

If you want a role with clear, long-term impact in a fast-growing city, this opportunity is designed for that kind of contribution.
