Role Overview
The Senior Manager of Payments & Regulatory Compliance will develop and maintain Verifone's compliance framework for the New Zealand payment ecosystem. This role ensures adherence to card scheme operations and New Zealand regulations, overseeing schemes such as Visa, Mastercard, American Express, and UnionPay. Acting as the main liaison with key national regulatory bodies and industry stakeholders, the position supports compliance activities related to issuing, acquiring, Open Banking, digital identity, and financial security assurance.
Key Responsibilities
- Monitor and manage compliance across the New Zealand payments landscape, staying abreast of regulatory developments and guiding internal stakeholders on payment regulation and standards.
- Oversee all compliance obligations for major card schemes, including rule changes, mandates, certifications, and transaction processing requirements.
- Lead engagements with regulators and industry groups such as Payments NZ, Department of Internal Affairs, Commerce Commission, and MBIE.
- Manage governance frameworks by maintaining compliance reporting, controls, risk monitoring, and evidential documentation.
- Serve as Verifone's primary compliance contact for card schemes, banks, and processing partners, ensuring communication of regulatory changes and operational impacts.
- Coordinate financial institution security and compliance audits, remediation efforts, and maintain documentation aligned with audit readiness.
- Support emerging payment initiatives including Open Banking, digital identity, biometric security, and establish controls aligned with risk and security policies.
Required Skills and Experience
- Extensive experience in payments, banking, or card processing industries.
- Expertise in card scheme rules, standards, and operating structures.
- Proven skills in implementing and managing compliance mandates across functions.
- Strong stakeholder management with technical, operational, and business teams.
- Experience developing governance, compliance frameworks, and reporting.
- Background working with New Zealand financial institutions on compliance, risk, or assurance matters.
Preferred Qualifications
- Experience within acquiring/issuing banks, payment processors, card schemes, or fintech.
- Deep understanding of card lifecycle, payment processing, and switch operations.
- Familiarity with ISO 8583 messaging and card network architectures.
- Exposure to card scheme certification, validation, and network testing procedures.
- Knowledge of fraud monitoring, risk management, and scheme risk frameworks.
- Regulatory and industry engagement experience within the New Zealand payments market.
- Awareness of New Zealand’s Open Banking regulations.
- Understanding of digital identity, biometric security, and authentication frameworks.
- Experience supporting financial institution security and compliance audits.
