Senior Manager, Environmental & Sustainability - Project

Overview

This position is responsible for ensuring Health, Safety, Environmental & Sustainability (HSE&S) compliance throughout the project lifecycle, focusing on regulatory adherence and internal governance. The role involves leading all on-site environmental and HSE operations, managing all statutory compliance activities, and providing oversight of the external sustainability consultants engaged for LEED Platinum, Mostadam Diamond, and Net Zero certifications. The primary mandate is environmental compliance and HSE&S performance, while sustainability consultant oversight plays a critical secondary role.

Key Responsibilities

• Oversee all on-site HSE and environmental management activities to align with Saudi Arabian regulations and company policies.
• Manage environmental permits and plans dealing with waste, dust, and noise control, along with incident report management.
• Execute and document inspections, audits, and risk assessments; ensure subcontractors maintain HSE compliance across all project stages.
• Act as the internal lead for LEED Platinum, Mostadam Diamond, and Net Zero certification processes.
• Evaluate and approve consultant submissions including credit documentation, energy models, carbon baseline assessments, and Net Zero reports before submission to clients or certification bodies.
• Identify and escalate any discrepancies or risks found in consultant outputs.
• Maintain continuously updated tracking of LEED and Mostadam credit progress and Net Zero milestones through design and construction phases.
• Lead and mentor HSE and environmental teams, define roles, allocate work, and develop capabilities to foster a culture of accountability and continuous environmental improvement.
• Develop and roll out training programs to ensure the team remains competent concerning relevant standards and regulations.
• Identify environmental and HSE risks at the project level, approve risk mitigation strategies, and monitor their implementation.
• Ensure regulatory compliance, company HSE standards adherence, and fulfillment of sustainability commitments.
• Supervise audits, inspections, and management reviews, ensuring non-conformities are addressed promptly.
• Prepare regular performance reports on HSE and sustainability for leadership and client stakeholders.
• Collaborate with client sustainability representatives, project management consultants, and regulatory entities.
• Represent the company in sustainability-related meetings and assist procurement in assessing subcontractor compliance.

Qualifications and Experience

• Minimum 15 years of experience in environmental and sustainability management within construction or EPC sectors, including 3-5 years on large-scale projects in Saudi Arabia or Gulf Cooperation Council (GCC) countries.
• Proven experience managing environmental compliance, conducting audits, supervising subcontractor E&S compliance, and preparing regulatory documentation.
• Comprehensive hands-on involvement as the accountable party or primary reviewer for at least one LEED-certified and one Mostadam-rated project through both design and construction phases.
• Experience with Net Zero certification projects, including greenhouse gas inventory, carbon baseline development, and decarbonization roadmap creation.
• Strong knowledge of international environmental regulations, HSE frameworks, sustainability standards, and corporate reporting requirements including GRI, UNGC, and Saudi Green Initiative.
• Demonstrated capability to critically analyze consultant deliverables, detecting missing or misapplied credits and compliance weaknesses.

Education & Certifications

• Bachelor's degree in Sustainability, Environmental Engineering, or related discipline.
• Accredited professional certification in recognized green building systems.
• Mandatory certifications: NEBOSH Environmental Management Certificate (EMC) or equivalent, LEED AP, Mostadam AP, Well AP, ISO 14001.
• Preferred qualifications include carbon management certifications (e.g., IEMA, GHG Protocol), BREEAM certification, and Chartered Environmentalist (CEnv) status.

Technical Skills

• Environmental and sustainability compliance management on construction sites.
• Experienced in critically reviewing LEED and Mostadam consultant submissions during design and construction phases.
• Proficiency in greenhouse gas inventories, carbon baselines, and Net Zero accounting frameworks (Scope 1, 2, and 3, SBTi or equivalents).
• Expertise in audit management, subcontractor HSE oversight, and regulatory submission processes in Saudi Arabia and GCC.
• Strong team leadership, performance management, and training development skills.
• Ability to deliver project-wide and executive-level HSE and sustainability reporting.
