Position Overview
The City of Clinton is seeking applications for a full-time Public Service Officer position. This role involves handling various field and office duties related to non-sworn law enforcement operations. The position does not include arrest authority, no firearm or impact weapon carriage, nor enforcement of criminal laws or emergency response in potentially confrontational situations. Shift work, including weekends and holidays, may be required.

Minimum Qualifications
- High school diploma or GED equivalent
- Preferred two years of experience in a related field
- United States citizenship required
- Valid driver's license with an acceptable driving record
- Successful background check clearance
- Additional education or experience may substitute requirements on an equivalent training and experience basis
- Residency within 20 air miles of City Hall mandatory within one year of employment and maintained thereafter
Knowledge and Skills
- Understanding of department rules, policies, municipal ordinances, state and federal laws or ability to quickly acquire this knowledge
- Familiarity with current procedures, practices, and equipment including computer systems, word processing, spreadsheets, and databases
- Proficiency in operating office and communication equipment, such as PCs, mobile terminals, and phone systems
- Competence in producing and maintaining clear, accurate reports
- Strong analytical skills for problem-solving and decision making
- Interpersonal skills to maintain effective, professional relationships with colleagues, supervisors, and the public
- Effective oral and written communication abilities
- Maintaining confidentiality regarding records and department information
- Physical endurance for tasks ranging from extended sitting to short periods of exertion
- Ability to concentrate intensely for long durations while staying composed
- Capability to work both independently and as part of a structured team in a command environment
- Adaptability to work under extreme weather conditions for sustained periods
Key Duties and Responsibilities
- Respond to non-emergency calls such as nuisance complaints, bicycle recovery, abandoned vehicles, property management, and minor accidents on private property
- Assist with emergency responses providing roadway closures during incidents like natural disasters, hazardous material releases, fires, and medical emergencies
- Document incidents through accurate and clear written reports
- Support investigations of vehicle accidents and manage lost and found property records
- Assist with vehicle maintenance and related services
- Access and manage departmental computer systems for data retrieval and entry
- Conduct receptionist duties including responding to phone inquiries and public visits
- Manage mail sorting and distribution for assigned divisions
- Provide courier services for the Police Department
- Communicate effectively with the public and city personnel promoting positive relationships
- Control traffic and pedestrian flow during community events or emergencies using safety equipment
- Enforce restricted parking regulations
- Support Animal Protection Officer activities and cover during absences
- Escort funeral processions and wide-load transports safely
- Operate vehicles and equipment safely, complying with personal protective equipment guidelines
- Attend court sessions as required, compensated per applicable agreements
- Provide public information regarding city ordinances and procedures
- Engage collaboratively with team members and supervisors maintaining professionalism
- Participate in required and optional training programs

Compensation
Starting hourly wage is $24.33 for a probationary period of one year, increasing to $27.03 per hour thereafter.
