Job Overview
This position is based in Richmond, California, and functions as an essential member of California’s Tuberculosis (TB) Control Branch within the Department of Public Health. The Program Specialist (PS) demonstrates advanced professional expertise to guide and manage a diverse portfolio of high-profile projects and initiatives aimed at TB prevention and control. The role includes providing strategic and administrative leadership to the Branch Chief, handling intricate communications and scheduling with government executives, and preparing complex technical documents and presentations.
Responsibilities
- Lead and analyze complex policies, projects, and programs relating to TB prevention, including monitoring grant budget needs, developing tracking systems, and coordinating branch publications and resources.
- Organize and direct Branch and statewide meetings, senior staff meetings, and oversee updates and revisions to the California TB Elimination Plan and related work plans.
- Produce executive summaries, reports, and high-level correspondence on sensitive and technical subjects related to TB control efforts.
- Develop long and short-term strategic communication plans aligned with CDPH and UCSF identity standards to advance TB elimination and health equity initiatives.
- Conduct research and data analysis to assess programmatic progress and resource utilization, including creating white papers and managing communications related to TB elimination.
- Prepare, edit, and manage clearance of complex research reports, manuscripts, presentations, and proposals through government channels, addressing any bottlenecks in approval processes.
- Collaborate with local health jurisdictions and partner agencies to formulate and implement statewide TB communication strategies and materials.
- Evaluate and recommend policy updates to ensure compliance with Branch and Departmental protocols, while supporting systemic improvements and post-implementation assessments.
- Serve as the HRD focal point for the TB Cooperative Agreement, coordinating training tracking, liaising with national partners, and preparing relevant reports.
- Manage administrative tasks including scheduling meetings, overseeing the Branch Chief’s calendar, and coordinating IT resources and onboarding systems for staff.
Requirements
- Bachelor’s degree in a relevant field or equivalent experience/training.
- Minimum of three years’ professional experience in tuberculosis disease control, prevention, or related public health fields.
- Proficient in Microsoft Outlook, Word, PowerPoint, Access, and Visio; familiarity with communications design software such as InDesign, Canva, and video editing tools.
- Strong written and verbal communication skills with the ability to handle confidential information discreetly.
- Demonstrated analytical and problem-solving abilities, including research and synthesis of extensive data for program proposals and reports.
- Capacity to manage multiple priorities within strict deadlines and provide sound policy analysis and recommendations.
- Ability to produce accurate and detailed meeting notes containing technical and medical content.
- Willingness to travel locally within California occasionally.
Additional Information
The role offers a hybrid working model requiring at least four days per week onsite in Richmond, CA, with up to one remote day weekly, subject to operational adjustments. The starting salary range is $75,600 per year.
The Program Specialist will contribute to UCSF Institute for Global Health Sciences’ mission to improve health equity and reduce the burden of TB within California through public health leadership and collaboration with the Department of Public Health and other agencies.
