Interdisciplinary Engineer - Construction Contract Oversight

Job Overview

This role involves reviewing and monitoring construction contracts to ensure quality, compliance, and effective management throughout project lifecycles. The position requires collaboration with various professionals including architects, engineers, and contractors to uphold standards and resolve technical challenges promptly.

Key Duties

• Analyze current and upcoming construction contracts, plans, and specifications to anticipate issues and suggest improvements that enhance quality and contract administration.
• Collaborate with Corps of Engineers staff, architects, engineers, and construction contractors to uphold quality control and ensure work aligns with contractual terms.
• Prepare initial reports on specifications, cost estimates, and make informed recommendations regarding contract change orders affecting scope, design, materials, methods, equipment, schedules, and costs.
• Address technical problems encountered during site preparation and construction phases with minimal disruption to project progress.
• Engage with customers, sponsors, and external agencies to foster productive relationships and maintain steady construction progress.
• Administer and oversee construction contracts while acting as a technical and administrative consultant to the Resident Engineer.

Mandatory Requirements and Conditions

• Appointment subject to background suitability and fitness evaluations.
• Willingness to undertake temporary duty travel approximately 10% of the time.
• Obligation to submit annual Confidential Financial Disclosure Reports (OGE-450).
• Proof of U.S. citizenship and selective service registration (for males born after December 31, 1959) required.
• A one-year probationary period may be applicable.
• Direct deposit for payroll is mandatory.
• Selection may be influenced by Department of Defense referral restrictions for displaced employees.

Qualifications

This position falls under the Career Field -18 for Engineer and Scientist roles and requires at least one year of specialized experience equivalent to the GS-11 level, including:

• Supervising Civil Works construction projects with safety and quality inspections, providing technical leadership.
• Leading teams to develop and assess specialized IT systems that support project design and delivery.
• Proposing modifications to standard practices and equipment to resolve complex construction and contracting challenges.

No substitution of education for experience is allowed. Acceptable education credentials must be evaluated as equivalent if obtained from foreign institutions.

Additional Information

• The position may be a term appointment for up to four years, extendable up to eight years with DoD approval.
• Multiple vacancies may be filled through this announcement.
• Salary will include locality or market supplements when applicable.
• Federal civilian change of station allowances might be authorized subject to agency determination and regulations.
