Development Manager - Mixed-Use Real Estate

Role Overview

Based in Al Khobar, Saudi Arabia, this opportunity at Refad involves leading comprehensive mixed-use real estate projects from initial concept to final execution. The Development Manager will take charge of feasibility assessments, coordinating designs, managing stakeholder relations, budgeting, securing approvals, and overseeing the project delivery process. Ensuring the projects meet commercial, operational, and strategic goals is essential.

Primary Responsibilities

• Guide the planning and execution of mixed-use real estate initiatives.
• Conduct thorough feasibility analyses, market research, and financial evaluations to support project viability.
• Collaborate closely with consultants, contractors, and internal teams throughout all development stages.
• Manage budgets, schedules, risk assessments, and regulatory compliance for projects.
• Supervise design phases ensuring alignment with operational, technical, and sustainability standards.
• Assist in the tendering and procurement procedures, including contractor selection.
• Track project milestones to ensure timely and budget-compliant completion.
• Partner with Investment, Finance, Project Management, Property Management, and Procurement departments.
• Prepare detailed executive-level reports and update senior leadership regularly.

Required Qualifications and Experience

• Bachelor's degree in Real Estate, Architecture, Urban Planning, Engineering, or a related discipline.
• Between 8 to 12 years of relevant experience within real estate development firms.
• Demonstrable success in managing mixed-use development projects.
• Comprehensive knowledge of feasibility studies, development planning, design coordination, and project implementation.
• Project Management Professional (PMP) certification is advantageous.
• Strong skills in stakeholder engagement, negotiation, and communication.
