Role Overview
This contract-based opportunity is for a Business Analyst within the UK Civil Service, requiring hybrid working with 60% presence in the office. Candidates may be based in Nottingham, Ipswich, London, Newcastle, Manchester, Edinburgh, Croydon, Exeter, Cardiff, Birmingham, or Leeds. The initial contract runs for 3 months with possible extension and offers up to 500 daily on an Umbrella contract, inside IR35 regulations.
Responsibilities
- Collect and examine business requirements to ensure they align with strategic goals.
- Develop high-quality "As Is" and "To Be" process maps utilizing BPMN and recognized analysis standards.
- Define traceability between operational activities, outputs, outcomes, and their associated costs in the Unit Cost Framework.
- Identify and document necessary resources, data, systems, and processes to aid cost attribution and reporting.
- Assist in cost-benefit analysis and help design cost allocation methodologies.
- Lead and facilitate stakeholder workshops to build consensus and clarify objectives.
- Work collaboratively with Finance, Operations, Data, IT teams, suppliers, and experts throughout project phases.
- Support testing, implementation, and change management processes.
- Work alongside Project Managers to meet delivery timelines and scope requirements.
- Analyze operational metrics to spot improvement opportunities.
- Contribute to governance by documenting assumptions, cost drivers, and allocation methods.
- Identify gaps in data and support sustainable reporting and cost modeling development.
Required Skills and Experience
- Minimum of 3 to 5 years experience as a Business Analyst.
- Ability to translate complex business needs into technology and operational solutions.
- Strong analytical and problem-solving abilities.
- Proficiency with established business analysis frameworks and methodologies.
- Deep experience in end-to-end process mapping, including "As Is" and "To Be" models and BPMN usage.
- Ability to create detailed, auditable process documents ensuring full traceability.
- Substantial financial background supporting or building unit cost frameworks.
- Understanding of cost drivers, attribution models, and producing operational performance analyses.
- Excellent communication skills with evidence of stakeholder engagement and workshop facilitation.
- Experience interacting with senior leaders, subject matter experts, and cross-functional teams including Finance, Operations, Data, and Technology.
- Prior exposure to public sector operations, governance, and compliance is essential.
- Capacity to work efficiently within government frameworks with minimal onboarding.
Preferred Experience
- Knowledge of Activity-Based Costing (ABC) and cost allocation model design.
- Experience in data-centric operational analysis and policy-driven transformation initiatives.
- Background in procurement and translating commercial needs.
- Familiarity with SIAM or Service Integration environments.
- Exposure to functional testing, implementation, and change management activities.
- Understanding of Managing Public Money principles.
