Overview
Located at Al Udeid Airbase in Doha, the Qatar Technical Institute offers internationally recognized training programs for the three branches of the Qatar Armed Forces. The training pipeline includes Foundation Training, General Engineering, and Specialty Type Training. Supporting Qatar Vision 2030, these programs equip personnel with the necessary skills and knowledge for military careers.
Role Summary
The Senior Project Professional will oversee and coordinate Project Management functions, including Continuous Improvement initiatives, to ensure successful delivery of training and instructional output for the Qatar Armed Forces. This role involves managing daily activities within the Project Management team, maintaining project control mechanisms, and liaising with the Qatar Program Office and Qatar Branch Office to uphold a strong project management and control framework.
Key Responsibilities
- Ensure consistent application of Project Management policies, governance, and principles across the Qatar Technical Institute in line with established project plans and frameworks.
- Support contract closure for QTI and Facilities Contract Service Requirements (CSRs).
- Manage and coordinate a continuous improvement system to boost operational and financial efficiency at QTI.
- Assist the PM Lead in monitoring and controlling Technical Institute and Facilities CSR progress, including data collation for reporting, coordinating monthly risk and opportunity meetings, and tracking BFPR failures.
- Maintain project baselines, manage change control, and oversee risk, opportunity, and resource management processes; act as focal point for Technical Institute change control and internal resource management.
- Apply the BAE Systems Lifecycle Management Framework and assist with phase review requirements.
- Document evidence supporting contractual payment milestones.
- Ensure project and business governance activities align with corporate policies.
- Provide project management oversight for Foundation and Vocational teams, including coordinating courseware design and implementing improvement initiatives.
- Produce periodic reports to keep internal and external stakeholders informed of Technical Institute progress.
- Serve as focal point for Export Control and document/record management obligations at QTI.
Leadership Responsibilities

Required Knowledge and Competencies
- Familiarity with project management methodologies, tools, and practices.
- Proven ability to plan, execute, and monitor performance improvement projects successfully.
- Strong data analysis skills to interpret trends and key performance indicators, developing recovery plans as needed.
- Understanding of industry trends, best practices, and emerging technologies related to process improvement and performance management.
- Knowledge of BAE Systems Lifecycle Management Framework and experience with phase, design, and contract reviews.

Candidate Requirements

- Certified with APM Project Management Qualification or IPMA Level D equivalent.
- Minimum 5 years' experience in complex project control systems.
- Proficient in project delivery and control responsibilities concurrently.
- Competent user of IT tools including spreadsheets, word processing, and databases.
- Motivation to advance the use of innovative technology within the Technical Institute.
Preferred Qualifications
- APM Project Professional or IPMA Level C certification.
- Additional Middle Eastern language skills.
