About the Role

We are currently recruiting a Quantity Surveyor (QS) to join our Cities and Places Business for a classified Defense project based in Singapore, working at our Gateway Bugis office.

The QS will be responsible for contract administration specific to this Defense project. Reporting to the Project Manager and functionally to the Contracts Manager, the QS will be an integral part of a larger team of Quantity Surveyors to ensure effective contract and progress payment management.

Key Responsibilities

  • Collaborate closely with the Project Manager to apply standard contract administration and measurement methodologies assessing progress claims, variation claims, and notices related to Extension of Time (EOT) and Loss and Expense (L&E).
  • Handle routine quantity surveying duties including assessment, certification, and processing of progress claims and general contract administration such as drafting responses to contractors' correspondence and claims notices.
  • Assist in cash flow preparation, contingency analyses, evaluation of variation claims, and EOT/L&E claims.
  • Verify and review progress claims and invoices.
  • Prepare monthly valuations for contractor progress payments.
  • Measure, value, negotiate, and agree on contract variations with the contractor.
  • Support cost estimating for variations, assess quotations, prepare change notices, and site instruction documentation.
  • Compile regular cost reconciliation reports outlining payments made and projecting the final project costs.
  • Review extra payment and/or extension of time claims from contractors and recommend actions to the Board.
  • Participate in site meetings and virtual coordination meetings.
  • Prepare and agree on final project accounts.

Candidate Requirements

  • Possess a minimum Bachelor’s degree in Quantity Surveying or a related equivalent qualification.
  • Have at least 5 years of relevant experience in quantity surveying.
  • Experience with greenfield, new construction projects is mandatory.
  • Prior exposure to Defense projects is highly desirable.
  • Proficient in MS Office; familiarity with Revit BIM is an advantage.
