Learning and Scaling Lead - Rwanda

Overview

The Learning and Scaling Lead will play a pivotal role in advancing innovative strategies for education and skill development financing and delivery under the Nkuza Neza initiative in Rwanda. This initiative aims to improve early childhood development outcomes by emphasizing school readiness, inclusion of children with disabilities, and sustainable system strengthening. The candidate will work with government stakeholders to foster evidence-informed policymaking, enhance institutional ownership, and facilitate long-term scalability and sustainability of program successes.

Key Responsibilities

• Develop and implement the Sustainability Pathways Learning Agenda, aligning learning activities with program milestones and national priorities, and create mechanisms to track progress against sustainability indicators.
• Lead data gathering, analysis, and synthesis of qualitative and quantitative evidence from program implementation to extract lessons, identify challenges, and propose improvements.
• Collaborate with government bodies and partners to facilitate institutionalization of program elements, evaluate integration readiness, and assist in formulating transition strategies.
• Conduct comprehensive scaling and sustainability assessments including cost analysis, identification of enablers and barriers, and preparation of business and investment cases to support program expansion and financing mobilization.
• Organize and lead quarterly learning forums and peer exchanges to share insights across stakeholders including government, civil society, donors, and research institutions.
• Draft policy briefs, learning notes, and strategic advice to promote evidence-based decision-making and inform national policy dialogue.
• Manage knowledge resources through development of repositories, documentation of case studies, and production of annual learning and sustainability reports.

Educational Qualifications

• Bachelor’s degree in International Development, Public Policy, Education, Economics, Political Science, or related fields is required.
• A Master’s degree in similar disciplines is preferred.

Experience Requirements

• At least seven years of relevant experience in education, skills development, or development policy programming.
• Proven background in early childhood development, systems strengthening, or social sector initiatives.
• Experience coordinating with national or sub-national governments, particularly in education or skill-focused sectors.
• Knowledge of policy frameworks, scaling strategies, and sustainability pathways within education or employment skill areas.
• Desirable: experience in evidence generation, policy analysis, systemic reforms, innovative financing mechanisms (e.g., outcome funds), and large donor program management.
• Strong track record in preparing analytical reports, policy briefs, and actionable recommendations.
