ELM Developments is a real estate development firm specializing in sourcing, entitling, and delivering residential and mixed-use projects throughout Ontario. Role Overview
We are searching for a Junior Development Manager to join our expanding team, initially focusing on coordination, planning, and supporting pre-construction activities. This position reports directly to the Director of Development and will evolve to include increased project ownership and strategic planning responsibilities as the development pipeline grows.
Key Responsibilities
- Oversee and monitor development approvals such as Official Plan and Zoning By-law amendments, minor variances, site plan approvals, severances, building permits, and condominium registrations for assigned projects.
- Manage the entire consultant team — including planning, architecture, civil engineering, transportation, landscaping, environmental, and legal experts — encompassing tasks like scoping, procurement, issuing RFPs, and recommending contract awards.
- Maintain up-to-date project schedules, milestone tracking, budgeting, purchase orders, and document management.
- Serve as a liaison with municipal staff and agencies, progressively becoming the primary municipal contact across projects.
- Assist with due diligence for new acquisitions and receivership opportunities by analyzing planning and entitlement risks under director guidance.
- Create and update dashboards to track municipal approvals for all active developments.
- Ensure documentation and reporting are accurate and audit-ready using ELM's SharePoint platform.
Compensation and Employment Details
- Offering competitive pay commensurate with experience, including performance bonuses.
- This is a full-time, permanent position based onsite at Concord, Ontario.
Qualifications and Experience
- A bachelor's degree or equivalent in Urban Planning, Architecture, Engineering, Real Estate, Business, or related areas.
- Minimum of 4 years’ experience relevant to real estate development, planning, or a similar sector.
- Solid understanding of Ontario's planning framework and municipal approval protocols.
- Demonstrated success coordinating multidisciplinary consultant teams and maintaining projects within schedule and budget.
- Exemplary organizational skills, attention to detail, and excellent communication abilities.
- Strong ethical standards and integrity.
Additional Advantages
- Registered Professional Planner (RPP) or Professional Engineer (P.Eng) designation, or candidates working toward these credentials.
- Hands-on experience with purpose-built rental housing projects.
- Knowledge of Canada Mortgage and Housing Corporation (CMHC) MLI Select submission procedures.
- Familiarity with BlueBeam Revu software.
- Experience working on matters involving the Ontario Land Tribunal.
