About the Role

The Human Resources Officer will oversee the daily operations of the HR department within the Uganda Enterprise under the supervision of the Enterprise Head of HR. The role is pivotal in delivering general HR support to employees, fostering understanding and embodiment of organizational values, and contributing to the broader People Office efforts which focus on talent attraction, development, deployment, and retention in complex environments.

Key Responsibilities

  • Manage all HR correspondences such as recommendation letters, bank letters, and certificates of service proactively.
  • Assist employees with leave planning and ensure adherence to leave schedules.
  • Coordinate with IT for setting up and disabling email and mailing list accounts for staff.
  • Maintain up-to-date personnel records and documentation management.
  • Oversee staff clearance and ensure terminal benefits payments are made according to policy.
  • Prepare and monitor employment offers and contracts.
  • Guide employees through benefits packages and manage administration.
  • Provide monthly staff lists to the Office of the People (OOP).
  • Coordinate recruitment requests with hiring managers following organizational policies.
  • Advertise job vacancies through appropriate channels ensuring wide visibility.
  • Maintain a recruitment database and communicate status updates regularly.
  • Ensure all required recruitment checks such as references and background verifications are conducted and documented.

  • Coordinate timely performance appraisals and maintain an updated Performance Management & Evaluation (PME) database.
  • Support supervisors in conducting consistent quality performance evaluations and collect training needs for annual development plans.
  • Manage the national staff health insurance scheme, ensuring timely reports and smooth service provision.
  • Oversee registration of staff and eligible dependents on medical insurance and handle any related issues with service providers.
  • Handle staff exit processes including documentation, clearances, benefit payment tracking, exit interviews, and removal from insurance schemes.
  • Monitor disciplinary and grievance procedures, ensuring fair and confidential handling in line with HR policies and labor laws.
  • Promote staff wellbeing by reinforcing transparent complaint mechanisms and conflict mediation.
  • Identify and implement innovative solutions to improve employee experience.
  • Perform additional related duties as assigned.

Required Qualifications and Experience

  • Bachelor’s degree in Human Resources Management or related field; a Postgraduate Diploma in HRM is an advantage.
  • Minimum of 5 years’ experience in a generalist HR role.
  • Ability to work effectively in a fast-paced, constantly evolving environment while balancing results orientation with a human-centered approach.

Knowledge and Skills

  • Comprehensive understanding of HR functions including administration, recruitment, payroll, and employee relations.
  • Good knowledge of Ugandan employment laws, statutory regulations, and tax requirements.
