About the Role

The Public Service Division (PSD) oversees the development of people and organisational strategies across Singapore's Public Service, which comprises over 150,000 officers. Serving as the guardian of HR policies across the public sector, PSD aims to redefine performance recognition, organisation structures, and leadership approaches to foster an adaptive, future-oriented workforce that embraces AI, competencies, and multi-generational needs.

This position centers on the dual aspects of performance management and organisational design—critical elements that build effective organisations by structuring work and nurturing talent through recognition, development, and empowerment.

Key Responsibilities

  • Lead the assessment, design, and ongoing enhancement of performance management frameworks used across the Public Service, including appraisal methods, ranking, and promotion processes.
  • Create policies and operational as well as digital tools that simplify and modernize performance management, supporting competency-aligned careers, varied career paths, and a workforce ready for future challenges.
  • Transform the appraisal and development processes for employees and supervisors, enhancing managerial capabilities, performance discussions, and promoting employee development.
  • Collaborate across different HR policy fields to ensure workforce policies are integrated and consistent.
  • Work with partner agencies to develop organisational structures, job evaluation systems, and workforce models that boost organisational efficiency and cultivate future-ready skills aligned with strategic workforce planning.
  • Establish guidelines and adaptable processes for reviewing organisational structures that are practical and agile.
  • Develop and support diverse career roles and pathways on generalist, leadership, and specialist tracks to empower officers with various career aspirations to meaningfully contribute.
  • Align organisation design and performance management policies to mutually reinforce and maximize organisational effectiveness.
  • Collaborate with HR practitioners, data experts, and technology teams to build HR data products, digital capabilities, and analytical tools that enhance policy design, implementation, and user experience.
  • Leverage workforce, organisational, and performance data to generate insights, measure policy impact, and guide strategic workforce planning.
  • Foster partnerships across Ministries, Statutory Boards, and HR communities to co-develop scalable solutions for workforce challenges.
  • Lead cross-disciplinary initiatives involving policy, operations, data, and technology to advance HR transformation within the Public Service.

Qualifications and Skills

  • Excellent communication skills, including writing, speaking, and presenting complex ideas clearly to a range of stakeholders, including government leaders.
  • Effective stakeholder management skills with the ability to influence and work collaboratively across diverse groups.
  • Demonstrated initiative, resilience, and a strong drive to move ideas from conception through to execution.
  • High professional integrity, collaborative attitude, and commitment to delivering outcomes of outstanding quality.

Preferred Experience

  • Background or interest in public policy, HR policy, organisation design, organisational development, workforce strategy, job evaluation, workforce analytics, or HR transformation is advantageous.
