About the Role
The Department of Conservation (DOC) is seeking a senior leader for its Fast-track Applications function, pivotal to New Zealand's Fast-track consenting programme. This role involves guiding the processes, systems, and team dedicated to managing DOC's input on applications processed under the Fast-track Approvals Act 2024. The position operates in a dynamic, highly scrutinized environment where conservation outcomes and accelerated approvals intersect.
Key Responsibilities
- Lead and enhance DOC's Fast-track systems, workflows, and operational methods.
- Deliver consistent, high-quality national analysis and reporting for Fast-track applications.
- Utilize in-depth knowledge of consenting frameworks and political context to critically evaluate and provide assurance on applications and reports presented to expert panels.
- Manage the full lifecycle assessment of fast-track applications by exercising expert judgment to prioritize applications and synthesize scientific, technical, cultural, and operational information into cohesive advice.
- Develop and guide an inclusive, skilled team while fostering engagement with Māori stakeholders regarding Fast-track procedures.
- Oversee resource allocation, workload, and ensure delivery meets statutory deadlines.
- Identify and mitigate political, legal, and reputational risks, including authorizing medium to high-risk reports.
- Facilitate clear communication and collaboration with Ministers, stakeholders, applicants, and partner agencies.
Skills and Experience Required
- Proven leadership managing teams handling complex, high-volume regulatory or statutory responsibilities.
- Comprehensive understanding of regulatory systems and consenting frameworks.
- Sound knowledge of Fast-track and Resource Management Act (RMA) processes, enabling credible assessment of environmental risks and trade-offs.
- Ability to identify and strategically manage political, legal, and reputational risks.
- Excellent relationship management skills with experience engaging senior leaders and decision-makers.
- Strong financial and resource management capabilities, including procurement and oversight of specialist advisors.
- Experience in central government or intricate public sector contexts is advantageous.
- Familiarity with Fast-track or accelerated approval procedures is preferred.
