Executive Manager/Senior Manager - Manpower Development Department

Role Overview

The Executive Manager/Senior Manager will be a key member of a proactive team dedicated to formulating, developing, and executing manpower development programs and initiatives tailored for the construction industry. This role involves active collaboration with a variety of stakeholders, including industry players like firms and Trade Associations and Chambers (TACs), as well as governmental bodies, aimed at enhancing business capabilities and fostering innovation within the sector.

Primary Responsibilities

• Lead the deployment of a comprehensive manpower capability development platform featuring online skill assessments and a skill test booking system. This enables companies to independently assess and monitor the skill levels and upgrade histories of their foreign workers.
• Enhance Singapore's skills testing infrastructure, particularly for new foreign worker entry and skill advancement, by continuously reviewing and updating assessment standards to maintain their rigor and relevance.
• Contribute to shaping future trade skill competencies by assisting in the creation of new skill standards and assessment frameworks that align with ongoing industry transformations.

Candidate Requirements

• Possess tertiary qualifications in Engineering, Business, or related fields.
• Experience in the construction sector or familiarity with implementing Robotic Process Automation (RPA), virtual imaging technologies like SMART glasses, or experience in developing test management systems will be advantageous.
• Fresh graduates meeting the qualification criteria are encouraged to apply.
• Demonstrated strong analytical capabilities with the proficiency to analyze data and extract actionable insights.
• Excellent verbal and written communication skills in English.
• Strong interpersonal skills with the ability to influence and collaborate effectively with stakeholders and team members.
• Highly detail-oriented with the capacity to operate independently.
• Proficiency in data analysis and reporting software tools.
