Job description
Role Overview
Lead the "people side" of agricultural transformation involving government and sector stakeholders by promoting adoption, embedding new policies, processes, and digital tools through strategic change management, capability enhancement, communications, and behavioral initiatives.
Key Responsibilities
- Design and implement a comprehensive change strategy that aligns with the Transformation Management Office (TMO) roadmap.
- Conduct stakeholder mapping across leadership, regulators, extension services, inspectors, finance/admin staff, farmers, and private partners.
- Identify potential adoption risks across initiatives and develop robust mitigation plans.
- Define change elements for major programs including subsidy reform, resource management, digital platforms, and inspections such as revised roles and responsibilities, updated SOPs, communication and training requirements, readiness criteria, and go-live support.
- Create a multi-channel communications plan targeting executives, internal teams, and external stakeholder groups using executive communications, town halls, toolkits, FAQs, and engagement sessions.
- Develop supporting materials such as playbooks, briefing packs, and field guides to facilitate adoption.
- Establish a capability framework aligned to the new operating model incorporating training curricula, train-the-trainer programs, communities of practice, coaching, and "super user" networks.
- Design reinforcement mechanisms including leadership routines, performance dialogues, and continuous improvement processes.
- Develop metrics for measuring change adoption and readiness, utilizing training completions, process compliance, system usage, and field feedback.
- Collect structured feedback and collaborate with workstream leads to drive iterative enhancements.
Experience and Qualifications
- Bachelor’s degree in organizational development, public administration, HR strategy, or related field; additional certifications like Prosci are beneficial.
- A minimum of 10 years of experience managing change in large-scale public sector or regulated sector initiatives.
- Proven track record supporting policy and process reforms alongside digital implementation with frontline adoption.
- Preferably possess knowledge or experience in agriculture or food systems or working within government service delivery environments.
