Technical Programme Manager

Overview

Bord Bia, also known as The Irish Food Board, is recruiting a Technical Programme Manager (TPM) to oversee the SQAS Programme, a multifaceted digital transformation initiative encompassing system stabilization, new module development, and vendor risk mitigation. This role is based in Dublin and reports to the Director of Origin Green. The appointment is for a fixed term of three years under a specified purpose contract with a salary range of 83,652 to 99,147. Bord Bia’s mission is to promote Ireland’s exceptional food, drink, and horticulture products globally, supporting sustainable growth for producers.

Key Responsibilities

• Create and maintain a detailed and feasible programme plan for all workstreams including stabilization, OGPS build, and vendor risk reduction, specifying milestones and interdependencies.
• Manage daily programme governance, oversee vendor partnerships, and supervise delivery progress across all active areas.
• Lead the Change Advisory Board (CAB) meetings on behalf of Bord Bia, reviewing and approving all change requests prior to sprint inclusion.
• Co-chair the Design Authority with the Senior Technical Advisor, overseeing and documenting architecture decisions.
• Maintain and update programme documentation such as risk registers, RAID logs, and issue trackers, ensuring real-time issue escalation.
• Evaluate sprint outputs, release notes, and Jira velocity reports, providing biweekly status updates to the Programme Owner.
• Implement strict change control procedures, ensuring no scope changes occur without formal CAB approval.
• Manage the Release Go/No-Go process, verifying all criteria are met before production deployment.

Candidate Profile

Essential Qualifications and Experience:

• Over 10 years of experience as a programme or project manager handling large-scale software or digital transformation initiatives.
• Strong technical background to effectively engage with developers, architects, and quality assurance teams, with an ability to interpret system documentation and independently assess delivery quality.
• Expertise in programme governance, including risk management, change control, RAID logging, milestone planning, and stakeholder communications.
• Experience in vendor management, including monitoring service level agreements and managing commercial responsibilities.
• Proficiency in agile and software development lifecycle methodologies, with familiarity in tools such as Jira.
• Excellent written and verbal communication skills with the ability to produce well-structured documentation and confidently present to senior stakeholders.
• Ability to work autonomously whilst maintaining transparency and consistent reporting lines.

Desirable Skills and Knowledge:

• Experience handling vendor disputes or programme recovery efforts.
• Knowledge of data protection and security compliance relevant to platform delivery.
• Experience delivering programmes within the public sector or semi-state organizations, including knowledge of OGP procurement frameworks.
• Background in food or agricultural certification and audit systems.
