Position Summary
Under the supervision of a Division Chief or their delegate, the incumbent manages and directs the operations of the Douglas County Health Department (DCHD) Clinic. The role ensures high-quality service delivery, compliance with laws and policies, and smooth functioning of the clinic with a focus on client care.
Key Responsibilities
- Lead clinic operations ensuring quality care, efficiency, legal adherence, and that all programs meet established standards aligned with DCHD’s mission and procedures.
- Set, assess, and refine patient care standards and methodologies to improve service delivery.
- Build and sustain positive working relationships with clients, county staff, officials, law enforcement, judiciary, agencies, and the public.
- Ensure compliance with Civil Service Rules, collective bargaining agreements, county and department policies, and relevant laws to foster a respectful, cooperative, and safe workplace.
- Monitor staff compliance with protocols and procedures and conduct thorough chart audits maintaining documentation standards.
- Oversee implementation and integration of the Electronic Health Record (EHR) system within clinic operations.
- Manage insurance billing processes and maintain clinic licensure status along with monitoring licensure of staff.
- Supervise staff activities including hiring, orientation, scheduling, training, coaching, performance evaluations, and personnel actions.
- Promote workplace safety by education, policy review, and enforcing safety procedures.
- Prepare budget proposals, monitor expenditures, and manage finances within budgetary constraints.
- Ensure timely submission of mandatory reports and compliance with agency and grant requirements.
- Coordinate with media through designated supervisors and participate in committees as representative of the clinic.
- Conduct public presentations and contribute to strategic planning for the Clinic Section and department-wide policies.
- Handle initial subcontractor discussions and oversee contract deliverables.
- Maintain current knowledge and skills through continuous education and research.
- Research grant opportunities and manage documentation and submissions, ensuring grant requirements are met and reports provided as required.
- Review financial aspects of grants and contracts, ensuring accurate invoicing and revenue management.
- Provide staff coverage and ensure uninterrupted essential clinic services as needed.
- Participate in public health emergency preparedness training and respond as required.
- Operate a motor vehicle for county business safely when necessary.
- Maintain consistent attendance and perform other duties as assigned.
Qualifications and Requirements
- Master’s degree in Health Administration, Healthcare, Public Administration, Nursing, or a closely related field from an accredited institution is mandatory. Equivalent education and experience combinations will be considered.
- Current Registered Nurse (RN) license valid in Nebraska or through compact state recognition is required and must be maintained throughout employment.
- Minimum of five years experience in public health clinics or related settings.
- At least one year of supervisory experience.
- Preferred experience includes at least one year of grant writing and possession of Certified in Public Health (CPH) credential.
- Must have a valid driver’s license and reliable transportation maintained throughout employment.
- Successful completion of a pre-employment criminal background check and drug screening is required.
Physical Demands and Work Environment
- Work is performed primarily in office and clinic environments with moderate to loud noise levels.
- Standard daytime shifts with potential for varying schedules including evenings, weekends, overtime, and emergency call-ins.
- Possible exposure to biohazards and injury risks; job may be stressful due to deadlines, priorities, limited resources, and challenging individuals.
- Physical requirements include prolonged standing, walking, kneeling, bending, reaching, occasional sitting, crouching, stooping, balancing, and the physical ability to restrain children/adolescents.
- Must be able to frequently lift/carry up to 25 pounds and occasionally up to 40 pounds.
- Required sensory abilities include vision (close, distance, color, peripheral, depth perception, focus adjustment), hearing, and touch. Must have the dexterity to operate computers and equipment effectively.
