Role Summary
The Project Quality Manager (PQM) role focuses on defining and executing strategies to ensure full compliance with relevant codes, standards, regulations, policies, procedures, and contractual commitments.
Primary Responsibilities
- Interpret and ensure fulfillment of contract and subcontract quality requirements along with local regulatory mandates.
- Create and update Project Quality Plan to guide quality assurance and control activities.
- Deploy adequate QA/QC resources across all project phases including design, procurement, fabrication, supplier surveillance, receiving, storage, construction, and commissioning.
- Report quality performance metrics to Area Welding & QA/QC Manager and Area Quality Manager.
- Manage and document project quality training and verify HSE compliance by the team.
- Serve as the main contact for resolving project quality issues and advising project teams on QA/QC matters.
- Oversee implementation and coordination of quality procedures, including new procedure generation, revisions, and compliance enforcement.
- Collaborate with Engineering on developing detailed QA/QC and Inspection & Test Plans (ITPs).
- Ensure development and execution of project-specific quality control procedures and preventative maintenance schedules for contractual materials and equipment.
- Coordinate welding procedure development and performance qualification records with Corporate Welding Technology.
- Implement Production Test Plate requirements and ensure welder/welding operator qualification upkeep.
- Manage material identification and traceability protocols.
- Review major deliverables and subcontractor/supplier quality documents to confirm compliance with quality standards.
- Supervise on-site QC inspection, testing, weld rod/filler material control, non-destructive examination (NDE) coordination, and maintain NDE tracking.
- Develop logs for inspections, NCRs, and corrective actions; manage non-conformance processes, including client approvals and effectiveness monitoring of corrective measures.
- Review and investigate welder performance issues and maintain project quality records and documentation.
- Monitor adherence to project quality objectives as per applicable codes, company policies, and contractual obligations.
- Coordinate quality audits and fulfill the role of CB&I Quality Management Representative in dealings with client inspectors.
Local Operational Requirements
- Provide guidance and support on quality management, welding, NDE, PWHT, and QC methods, ensuring compliance with CB&I's Quality Management System, codes, and client mandates.
- Strictly adhere to CB&I’s business conduct, safety, and ethics policies.
- Develop and implement Project Quality Management System (QMS) requirements tailored to company and contract needs.
- Manage multidisciplinary QA/QC aspects including civil, structural, piping, insulation, painting, electrical, and instrumentation works.
- Lead Pre-inspection Meetings (PIM) with clients to review inspection and test plans before work commencement.
- Establish and enforce supplier quality surveillance plans based on criticality and inspection levels.
- Maintain excellent relations with internal and external stakeholders, ensuring all work complies with regulatory, company, code, and contract standards.
- Forecast resource requirements, manage training and certification processes for welding, NDE, and QA/QC personnel.
- Oversee material receiving inspections and resolve discrepancies promptly.
- Review vendor documentation for contract compliance and implement robust problem-solving approaches to avoid recurrence of non-conformities.
- Facilitate training and development initiatives to enhance project outcomes and individual growth.
- Conduct site quality audits and assess personnel capabilities.
- Supervise preparation and submission of quality dossier documentation.
Qualifications
- Bachelor's degree preferred in Welding Engineering, Welding Technology, Industrial Technology, Mechanical Engineering with welding emphasis, or Materials Science; alternatively, an Associate in Applied Science in Welding Technology plus relevant experience.
- Minimum 15 years of relevant experience, including at least 5 years as a Project Quality Manager.
- ISO 9001:2015 Internal or Lead Auditor certification is desirable.
- Strong leadership skills with excellent communication, analytical, problem-solving, and risk assessment capabilities.
- Experienced in Welding Engineering with thorough knowledge of NDE methods such as Visual Testing (VT), Magnetic Particle Testing (MT), Penetrant Testing (PT), Surface Examination (SFT), and Radiographic Testing (RT).
- Comprehensive understanding of applicable industry codes and standards (ASME, API) and metallurgical knowledge of ferrous and non-ferrous materials.
- Result-driven with strong management, organizational, prioritization, and teamwork abilities.
- Proficient in computer applications, including electronic document management systems.
