Role Overview

This Product Manager role focuses on creating and expanding a centralized data discovery platform for government officers, providing a unified point of entry to find, assess, and request datasets across agencies.

Currently, data discovery is spread across multiple platforms with inconsistent onboarding and user experience, causing inefficiencies. You will lead efforts to unify this into one authoritative platform.

Key Responsibilities

• Define and communicate a clear product vision aligned with engineering, design, policy, and senior leadership.
• Develop and uphold a product strategy positioning the platform as the sole gateway for government data discovery.
• Collaborate with program and agency leaders to achieve widespread adoption.
• Drive growth of the centralized catalogue by coordinating with agency data owners to surface datasets without necessitating system migrations.
• Address technical and operational barriers hindering dataset centralization and devise scalable solutions.
• Enhance metadata quality and completeness to improve usefulness of datasets.
• Own the full user journey from search to access request and approval, continuously refining the experience via analytics and user feedback.
• Explore AI and emerging tech to innovate data discovery beyond traditional search.
• Simplify and consolidate multi-agency data request and approval workflows, streamlining tracking and management.
• Collaborate with governance teams to digitize approval processes, aiming to reduce turnaround time.
• Identify and minimize obstacles between dataset discovery and actual usage in work environments.
• Plan and implement go-to-market strategies that unify user engagement around the platform.
• Maintain key stakeholder relationships to boost onboarding, usage, and feedback.
• Measure product success with meaningful metrics like search success rate and time to data access, avoiding vanity statistics.
• Conduct experiments and user studies to validate product decisions and prioritize development.
• Ensure platform compliance with security, performance, governance standards, and conduct regular audits.

Required Qualifications & Experience

• Diploma or Degree in Computer Science, ICT, Engineering, or related field.
• Minimum 5 years of relevant experience; more senior roles available for extensive experience.
• Proven expertise in product management, business analysis, or application solution design and testing.
• Familiarity with Agile, Design Thinking, and Product-Centric development methodologies preferred.
• Certifications such as CITPM, COMIT, PMP, or Certified Scrum Master are advantageous.

Desired Skills & Attributes

• Track record of managing products with broad user bases.
• Experience catalyzing adoption in multi-stakeholder contexts without direct authority.
• Strong product intuition to convert abstract goals into prioritized features.
• At least 3 years collaborating effectively with engineers, designers, and platform specialists.
• Good data-driven analytical ability to diagnose issues and assess product impact.
• Excellent communication and ability to influence senior stakeholders.
• Background in data cataloging, metadata management, or search/discovery platforms.
• Experience engaging with government or large federated organizations requiring ecosystem coordination.
• Knowledge of data governance concepts and workflow automation for approvals.
• Familiar with AI-enhanced product features relevant to search and recommendation.
• Understanding of government data policies, classification, inter-agency data sharing, and underlying data infrastructure.
• Insight into agency stakeholder dynamics and political landscape pertaining to the program.
