Role overview
HL Bank Singapore is looking for an IT Risk Manager to strengthen governance over technology, cyber, and information security risks. The role supports compliance, independent review, reporting, and control validation across the bank's IT and related functions.
Key responsibilities
- Maintain alignment with MAS requirements, including MAS Notice 644 on Technology Risk Management, the MAS Technology Risk Management guidelines, and MAS Notice 655 on Cyber Hygiene.
- Help ensure adherence to HLBB/HLBS IT governance, policies, procedures, and the IT, cyber, and security standards.
- Make sure stakeholders have effective processes to log, monitor, escalate, and close cyber, IT security, and IT incidents, with timely remediation tracking and closure validation.
- Assess whether business owners perform sufficient due diligence for outsourcing and non-outsourcing service providers.
- Carry out independent reviews of IT Department RCSA exercises and other department RCSA activities assigned by management.
- Independently validate gap analyses completed by stakeholders against updated IT regulations and relevant regulatory self-assessments, ensuring identified gaps are closed within required timelines.
- Prepare management reporting for forums such as the Senior Management Committee, Head of Department meetings, Risk & Compliance Governance Committee, and Regional Risk Management Committee, covering cyber risk, system stability, and risk appetite monitoring.
- Support consistency in IT risk management policies, methods, and processes by leading annual SOP reviews and reviewing IT department gap assessments against published regulations and exposure drafts.
- Take on other tasks and projects as assigned by management.
