Job description
Overview and Duties
The Education Services Specialist serves as the primary liaison for the Army Continuing Education System (ACES), playing a vital role in promoting program participation through the development of communications such as news releases, information papers, and official letters. This position ensures that educational programs align with established Army goals by coordinating policies and guidance across internal and external organizations.
The specialist conducts operational surveys to assess program effectiveness and implements improvements based on findings. They also offer technical support for education initiatives covering needs assessment, teacher qualifications, curriculum design, facilities, and evaluation methods. Further responsibilities include providing information on soldier development, tuition assistance, and educational technologies, as well as analyzing budget documents and managing fiscal resources.
Additional duties include conducting training on automated systems, supporting ACES through workshops, and acting as a Test Control Officer to oversee testing programs.
Requirements and Qualifications
Applicants must undergo suitability or fitness determinations including background investigations and attest to financial disclosures annually. Male applicants born after December 31, 1959, must certify Selective Service registration. U.S. citizenship and compliance with the Exceptional Family Member Program are mandatory. The position requires maintaining a Secret security clearance, including background and credit checks, and mandates direct deposit for pay.
Eligible applicants include current Command civilian employees applying for overseas positions, defense industry workforce members, family members qualifying for overseas employment, military spouses, and veterans under specific placement programs.
The educational prerequisite is a bachelor's degree (or higher) with at least 24 semester hours in relevant fields such as tests and measurement, adult education, educational program administration, curriculum development, teaching methods, guidance and counseling, career planning, or occupational information.
Specialized experience of at least one year is required, involving evaluation of program effectiveness, technical guidance for automated educational systems, and assisting in course and curriculum development, indicative of GS-12 level work. Applicants recently in a General Schedule role must meet time-in-grade requirements.

- An initial one-year probationary period applies for performance evaluation and suitability.

- Educational services for eligible children and infants in overseas DoD schools are provided in compliance with relevant DoD regulations.
- Medical and dental care overseas for employees and families are the responsibility of the individuals, with access to military facilities on a space-available reimbursable basis only.

- Foreign country laws may affect benefits available to same-sex partners or spouses.
- This is a Career Program (CP) 31 position with an initial overseas tour of 36 months.
