Job description

Overview

We are seeking an experienced leader to head the Economic Development & Programmes team at Kaipara District Council, based in Mangawhai or Dargaville with options to work from home. This permanent full-time position reports to the General Manager Strategic Improvement and involves leading a wide-ranging portfolio that includes economic development, the Council's Project Management Office (PMO), planning and reporting, programme governance, and community event management.

Key Responsibilities

  • Lead the Economic Development & Programmes team, fostering a culture of collaboration, accountability, and ongoing improvement, focusing strongly on attracting inward investments.
  • Provide strategic direction and leadership for the PMO to enhance project, programme, and portfolio management capabilities across the Council.
  • Oversee the implementation of the Economic Development Strategy.
  • Monitor capital programme performance, providing strategic advice and reporting to support key decision-making processes.
  • Develop and maintain strong relationships with Council members, businesses, investors, developers, communities, and regional partners to drive economic growth and opportunities.

Candidate Profile

  • Senior leadership experience in programme management, PMO leadership, economic development, strategic planning, or related fields.
  • Demonstrated ability to lead organization-wide programmes aligned with strategic priorities.
  • Proven experience in building and managing high-performing teams.
  • Strong skills in relationship management and capacity to effectively engage a wide range of stakeholders.
  • Possession of a relevant tertiary qualification or equivalent senior-level experience.
