About the Role

We are looking for a seasoned and visionary Head of Learning to spearhead the creation and rollout of Qiddiya’s comprehensive learning framework. This role is pivotal in driving performance enhancement while equipping the workforce with future-ready capabilities. Reporting to the Executive Director of Talent Management, the position requires a close partnership with business and HR leaders to ensure learning initiatives align with operational goals, bridge critical skill deficiencies, and nurture a culture of ongoing development. The position combines strategic insight with deep familiarity of Saudi Arabia’s learning landscape and hands-on execution to elevate internal capabilities and design impactful learning experiences, positioning Qiddiya as a leader in the field.

Key Responsibilities

  • Develop and implement learning frameworks, pathways, curricula, and standards aligned with key capability areas at Qiddiya.
  • Convert strategic priorities into actionable learning roadmaps and programs that support present performance and future workforce preparedness.
  • Ensure learning paths are tailored to Qiddiya’s operational functions, assets, and subsidiaries, tracking measurable gains in skills and business outcomes.
  • Establish and continually enhance learning governance, policies, standards, and operating procedures across the organization.
  • Guarantee alignment with Saudi regulations, internal policies, enterprise risk standards, and quality benchmarks.
  • Define metrics and reporting mechanisms to monitor learning adoption, application, capability development, stakeholder satisfaction, and return on investment.
  • Lead the advancement and integration of digital learning platforms including SuccessFactors and Sana, alongside future tools.
  • Design blended learning experiences combining digital, face-to-face, social, experiential, and performance-focused methods.
  • Collaborate with internal teams, external providers, academic institutions, and professional bodies to enhance access, customization, learner engagement, and data-driven insights.
  • Architect and guide the learning organization structure, including partnerships, digital learning, operations, instructional design, and support functions.
  • Build a resilient, service-oriented, commercially savvy learning team that partners effectively with business units and delivers timely, high-quality results.

Candidate Requirements

  • At least 15 years of experience in Learning & Development with a minimum of 8 years in leadership or management roles.
  • Demonstrated success in designing and administering enterprise-wide learning programs in complex, fast-paced settings, preferably with regional or global exposure including the Middle East.
  • Strong knowledge of Saudi learning frameworks, regulations, governance, workforce development, and compliance standards.
  • Proven experience managing stakeholders, external providers, budget oversight, business case development, and investment decision-making in learning.
  • Technologically adept with expertise in learning platforms such as SuccessFactors and Sana; familiarity with learning analytics.
  • Experienced in capability-building and managing strategic external partnerships.
  • Utilizes data and learning analytics effectively to measure impact and optimize outcomes.

Educational Background

  • Bachelor’s degree in Human Resources, Education, Psychology, Business Administration, or related disciplines.
  • Preferred Master’s degree in Organizational Psychology, Organizational Behavior, or advanced HR certifications such as CIPD, ATD, or SHRM.

  • Expertise in learning science, adult education theories, and performance-driven learning strategies.
  • Strategic mindset coupled with commercial awareness linking learning initiatives to business objectives.
  • Strong communicator and influencer capable of engaging across all organizational levels, including executives, to drive ownership and commitment.
  • Adaptable in dynamic environments with a focus on continuous process improvement.
  • Independent and proactive, skilled at managing multiple projects and delivering on schedule.
  • Balances strategic vision with operational delivery, willing to be hands-on to ensure success.
  • Brings current market knowledge and external perspectives to foster innovation.
