Technical Project Manager (ICT Network)

Overview

We are looking for a seasoned Technical Project Manager specializing in ICT network infrastructure to oversee the planning, development, execution, and successful implementation of sophisticated ICT and network projects. This role demands both robust project leadership capabilities and comprehensive technical knowledge in enterprise networking, data centers, cloud connectivity, and related digital infrastructure solutions.

Primary Duties

• Lead full lifecycle management of ICT network infrastructure initiatives from project kickoff through completion, including testing and commissioning.
• Control project scope, schedules, deliverables, dependencies, and change management.
• Monitor project milestones, potential risks, and issues, providing consistent progress updates to program management.
• Ensure projects are delivered within timeframes, budgets, scope, and prescribed quality standards.
• Guide the deployment of city-wide enterprise network systems.
• Collaborate with network architects, cybersecurity, cloud specialists, and infrastructure teams to satisfy technical project requirements.
• Serve as the main point of contact between internal teams, vendors, subcontractors, and clients.
• Translate intricate technical details into clear communications for executive leadership.
• Identify and manage risks, compliance factors, and governance aspects associated with projects.
• Oversee system testing, acceptance, and readiness procedures while ensuring quality assurance.
• Coordinate and supervise external vendors, contractors, and service providers to meet contractual and performance standards.
• Effectively allocate project resources from both internal and external pools.

Qualifications and Experience

• Bachelor's degree in IT, Telecommunications, Computer Science, Engineering, or a related field.
• Possession of a PMP certification is mandatory; advanced degree preferred but not required.
• Professional certifications such as Cisco CCNP or CCIE are required.
• Over 10 years of experience in ICT network environments, with at least 5 years managing ICT network projects.
• Proven capability in handling multi-site, cross-functional teams for large-scale, city-wide network projects.

Technical Proficiency

• Deep knowledge of enterprise network architecture and routing/switching protocols.
• Expertise with SD-WAN technologies and wireless networking standards, including Wi-Fi.
• Familiarity with data center infrastructure and cloud networking platforms like Azure and Google Cloud.
• Understanding of network security, fiber optics, structured cabling, telecommunications, disaster recovery, and business continuity strategies.
• Advanced skill with multiple project management methodologies, including Agile, Scrum, Waterfall, and hybrid approaches.
