Senior Technical Manager - EPC Oil & Gas Pipeline Projects

Overview

UCC EPC division in Qatar is seeking a Senior Technical & Proposal Manager specialized in EPC Oil & Gas pipeline projects. This role entails leading the complete life cycle of technical and commercial bid proposals, ensuring alignment with client needs and contractual obligations. The candidate will oversee estimation, tender evaluation, risk assessments, resource planning, and coordination across multidisciplinary teams.

Key Responsibilities

• Direct preparation and submission of comprehensive technical proposals for large-scale EPC pipeline contracts.
• Analyze tender documents including ITTs, RFQs, RFPs, drawings, and specifications to develop compliant bid strategies.
• Manage timelines, milestones, deliverables, and conduct risk assessments to support bid decision-making.
• Lead technical presentations, bid clarifications, and internal reviews.
• Develop construction methods and execution plans covering gas, crude oil, product pipelines, flowlines, gathering systems, and related facilities.
• Coordinate with engineering, procurement, construction, planning, commercial, and HSE teams to produce competitive technical solutions.
• Identify constructability concerns, mitigate risks, and implement value engineering for cost efficiency.
• Collaborate with estimation teams on budgeting, pricing, and subcontractor evaluations.
• Manage proposal assumptions, qualifications, and risk registers; participate in management tender approvals.
• Serve as a key liaison for technical clarifications and engagement with clients during tendering phases.

Qualifications & Experience

• Bachelor's degree in Mechanical, Civil, Construction Engineering or related field; Master’s degree favorable.
• Professional certifications such as PMP or APMP are advantageous.
• At least 15 years of EPC industry experience with minimum 8 years in technical proposals, tendering, or business development.
• Mandatory involvement in Oil & Gas pipeline EPC projects, preferably within GCC or Middle East markets.
• Experience in handling pipeline projects exceeding USD 100 million is a plus.

Technical Knowledge & Skills

• Expertise in managing technical proposals and EPC project delivery frameworks.
• Familiarity with pipeline construction processes including trenching, stringing, welding, tie-ins, HDD, hydrotesting, pre-commissioning, and commissioning.
• Comprehensive knowledge of pipeline integrity, rehabilitation, contract documentation, and bid processes.
• Proficient in project estimation, cost control, and use of ERP systems like SAP.
• Advanced skills in Microsoft Office, Primavera P6, and tender management tools.
• Strong communication, technical writing and presentation capabilities.
